AREZZO – Legambiente e ISDE Arezzo esprimono forti preoccupazioni riguardo al progetto di ampliamento dell’inceneritore di San Zeno, proposto da AISA Impianti S.p.A. Il piano prevede il mantenimento della linea L45 e l’installazione di una nuova linea L75, con un aumento significativo della capacità di incenerimento, destinata a triplicare il trattamento annuale dei rifiuti, portandolo a 120.600 tonnellate
Le due associazioni, che da anni si occupano di salute e ambiente, hanno sottolineato, sia nell’osservazione presentata alla Regione Toscana che nel corso del Consiglio Comunale aperto del 18 novembre, i rischi potenziali per la salute pubblica e l’ambiente derivanti da un simile incremento, in un’area già fortemente inquinata. Impatto sulla Salute e sull’Ambiente Le associazioni hanno sollecitato la Regione a valutare attentamente il progetto in relazione agli obiettivi regionali di riduzione dei rifiuti e di incremento della raccolta differenziata, contenuti nel Piano Regionale di Gestione dei Rifiuti (PREC). La Toscana si è impegnata a limitare l’incenerimento e a migliorare la gestione differenziata, ma il progetto di AISA Impianti sembra andare in direzione opposta, con il rischio di scoraggiare la raccolta differenziata, che ad Arezzo è tra le più basse della regione. A questo si aggiunge il rischio di importare rifiuti da altre province, violando gli obiettivi regionali ed europei di riduzione dell’incenerimento. Le associazioni fanno appello ad azioni concrete per migliorare la raccolta differenziata in tutta la provincia, educando la cittadinanza alla gestione corretta dei rifiuti, al fine di evitare il ricorso all’incenerimento per materiali mal differenziati. Un impianto sovradimensionato e area già inquinata L’ulteriore ampliamento dell’inceneritore, con la presenza di due linee di incenerimento, appare sovradimensionato rispetto alle reali necessità del territorio. Questo rischio diventa ancora più evidente considerando che la zona industriale di San Zeno è già identificata come area a “inquinamento diffuso” dal Piano Regionale dell’Economia Circolare, a causa della presenza di composti chimici nelle acque di falda e altre problematiche ambientali legate agli impianti presenti nella stessa area. Le due associazioni, inoltre, ricordano lo studio epidemiologico condotto dieci anni fa, nell’ambito del progetto europeo Life Plus “HIA21”, che aveva evidenziato criticità di salute legate all’esposizione a fattori inquinanti nell’area di ricaduta dell’inceneritore. A distanza di oltre vent’anni dall’avvio dell’impianto AISA, è urgente un monitoraggio delle condizioni sanitarie dei residenti, come prescritto dalla Regione, che deve essere ripetuto periodicamente. Necessità di valutazioni cumulative e monitoraggio Il progetto di ampliamento, così come proposto, non prende adeguatamente in considerazione gli impatti cumulativi dell’inceneritore AISA e degli altri impianti operanti nell’area, molti dei quali trattano rifiuti. Le associazioni chiedono che gli Enti pubblici conducano un’analisi approfondita degli impatti sulle matrici ambientali e sulla salute della popolazione, prima di procedere con qualsiasi ulteriore autorizzazione. È necessario inoltre considerare il rischio di contaminazione del suolo, che potrebbe compromettere le coltivazioni agricole locali. Un processo decisionale trasparente e partecipativo Oltre agli aspetti tecnici ed ambientali, Legambiente e ISDE hanno chiesto alla Regione di garantire un processo decisionale trasparente e partecipativo. Le associazioni hanno richiesto l’apertura di un’inchiesta pubblica, come previsto dalla Legge Regionale 10/2010, affinché i cittadini possano partecipare attivamente alle decisioni riguardanti il loro territorio. Il Consiglio Comunale aperto del 18 novembre non può essere considerato l’unico momento di confronto, ma solo un primo passo. L’inchiesta pubblica rappresenta infatti il momento decisivo per un’effettiva partecipazione democratica alla gestione delle risorse e dell’ambiente locale. Un appello alla Regione: Rivedere il Progetto Il progetto di ampliamento dell’inceneritore di San Zeno deve essere rivisitato. Legambiente e ISDE chiedono alla Regione di valutare con priorità assoluta la salute dei cittadini e l’ambiente. È necessario bloccare il progetto e sviluppare strategie alternative di gestione dei rifiuti, basate su un modello di economia circolare che favorisca il miglioramento della raccolta differenziata, senza ricorrere ad impianti che contraddicono l’impegno per la sostenibilità. La decisione finale della Regione Toscana rappresenterà un momento cruciale per il futuro della salute e dell’ambiente nella zona di Arezzo. Solo una gestione responsabile dei rifiuti potrà garantire una qualità della vita migliore per tutti i cittadini.
