«Una notizia positiva per le nostre imprese forestali e fortemente richiesta da alla nostra organizzazione – dichiara Carlo Bartolini Baldelli, presidente di Confagricoltura Arezzo – Io stesso avevo scritto la scorsa primavera al senatore Patrizio La Pietra, sottosegretario al Ministero per l’Agricoltura, la sovranità alimentare e le foreste, che ora ringrazio per l’attenzione dimostrata sul tema insieme ai parlamentari coinvolti, per evidenziare le difficoltà in cui versano le imprese forestali a causa di burocrazie spesso inutili e di norme poco chiare. Con questa modifica si semplifica l’iter autorizzativo per le nostre imprese. Ora che la norma è passata in commissione, auspichiamo un rapido iter parlamentare perché si traduca entro breve in legge». È stato finalmente eliminato un procedimento amministrativo tanto inutile quanto oneroso (quello del doppio vincolo) frutto di una “lettura” normativa restrittiva determinata da una sentenza del Consiglio di Stato. Tale sentenza prevedeva la necessità, nelle aree sottoposte a vincolo paesaggistico per decreto ministeriale, dell’autorizzazione di taglio anche da parte della Sovrintendenza. Tuttavia, quest’ultima non avendo né le competenze né il personale preposto, impiegava spesso mesi e mesi per rilasciare le autorizzazioni, bloccando di conseguenza ogni attività forestale già approvata con i normali iter autorizzativi. «Occorre ricordare – prosegue Bartolini Baldelli – che l’autorizzazione al taglio non modifica in alcun modo il paesaggio, poiché il bosco resta e resterà comunque bosco. Parlando di gestione forestale merita ricordare che nel nostro territorio, come nella maggior parte della Toscana, dal dopoguerra in poi la superficie boscata è aumentata considerevolmente a scapito dei terreni agricoli che, soprattutto nelle aree più marginali, sono stati con il tempo abbandonati». La gestione attiva del bosco da sempre, è un pilastro fondamentale per rendere efficaci i vari servizi potenziali che offre: il contenimento del rischio idrogeologico e degli incendi boschivi, il materiale utilizzato per la costruzione dei nostri arredi e di tutta l’oggettistica artigianale biodegradabile, la biomassa residua dalle utilizzazioni di maggior valore per la produzione di energia. È da ricordare inoltre che per tramite della normativa Eutr, ormai in fase di piena applicazione, il legname viene certificato nella sua origine ed il consumatore può esser certo che non proviene da altri paesi del mondo dove invece la deforestazione è effettivamente un tema di attualità. «Se vogliamo garantire che questa economia ad alto valore economico e sociale possa sopravvivere, dobbiamo dare alle nostre imprese forestali la possibilità di lavorare, sempre nel rigoroso rispetto delle norme, ma limitando quegli adempimenti che non comportano un reale miglioramento dell’intervento di gestione. L’auspicio – conclude il presidente di Confagricoltura Arezzo – è che a questo importante passo ne possano seguire anche altri, volti a dare sempre maggior sostegno a questa importante economia».
