CITTA’ DI CASTELLO – Quanto emerso nella Commissione Controllo e Garanzia che, su richiesta di alcuni esponenti dell’opposizione, ha convocato i vertici di Polisport sul Bilancio 2022, merita una serie di chiarimenti e di ulteriori approfondimenti
Le maggiori criticità riguardano sicuramente un margine di tesoreria che è in negativo per -425.685€, per cui sono risultati debiti sia verso il Comune che verso i fornitori per oltre 1 milione di euro. La società si trova ancora a dover ripagare il consistente prestito attinto nel 2009 per rinnovare piscina e bar, con immobilizzazioni immateriali che arrivano a € 657.506, da tirar fuori nei prossimi anni.Purtroppo con quei lavori non furono previsti impianti di efficientamento e di produzione energetica che avrebbero potuto calmierare gli aumenti dei costi per l’energia che, come ampiamente lamentato dagli amministratori, hanno pesato sul bilancio Con questi numeri un’ azienda privata non reggerebbe, ma Polisport può contare su ingenti iniezioni di soldi pubblici da parte del Comune che nel corso degli ultimi 5 anni ha versato centinaia di migliaia di euro ogni anno in maniera crescente, fino ad arrivare ad oltre un milione di euro nel 2022. Crediamo che, se è vero che una società comunale che gestisce servizi non debba puntare al guadagno, si potrebbe provare almeno a pareggiare i conti e che molto di più potrebbe essere fatto per valorizzare e far fruttare meglio un complesso di impianti sportivi di tutto rispetto, anche mantenendo tariffe popolari per garantire la funzione sociale dello sport, ma con una più ampia e migliore offerta dei servizi sportivi, nuove iniziative e il miglioramento delle convenzioni. Certo, per far questo non secondario è la stabilizzazione del personale e una piena valorizzazione delle competenze, ma per questo servono risorse e bilanci in attivo. Negli ultimi anni qualcosa si è fatto per il recupero dei crediti vantati nei confronti delle società sportive morose, ma non abbastanza: il ritardo con cui si è intervenuti, malgrado i vari solleciti anche da parte nostra, ha generato perdite per decine di migliaia di euro di crediti, divenuti inesigibili; perdite aggravate da un ulteriore patteggiamento con un’associazione sportiva inadempiente , per cui il credito è stato ridotto di altri €47.639. Ci chiediamo da dove verranno presi i 314.761€ per compartecipare alla spesa del progetto che è stato presentato dal Comune alla Regione per ottenere 1 milione di euro per il rinnovamento degli impianti natatori: altri mutui? Malgrado il Presidente Nardoni si sia reso disponibile a chiarire i dati di un bilancio un po’ oscuro poichè redatto in forma abbreviata, le tante domande hanno avuto solo in parte soddisfazione, anche perchè citare una serie di cifre senza una relazione scritta da consegnare ai commissari non poteva che rendere difficile la comprensione. Ne sapremo di più dopo la risposta alla richiesta di accesso agli atti già predisposta per poter avere tutti i documenti disponibili in grado di chiarire le criticità di gestione emerse.
