Via libera in consiglio comunale alla costituzione dell’Associazione Ente Fiera Salone Nazionale Tartufo Bianco Pregiato di Città di Castello Nel 2024 il Salone Nazionale del Tartufo Bianco Pregiato sarà organizzato da un’associazione costituita ad hoc per promuovere l’evento. Con i 15 voti favorevoli di PD, PSI, Lista Civica Luca Secondi Sindaco gli otto voti contrari di Castello Cambia, FDI, Castello Civica, Lega, FI, Lista Civica Marinelli Sindaco e Unione Civica Tiferno, il consiglio comunale ha infatti preso atto del protocollo d’intesa sottoscritto tra il Comune di Città di Castello, l’ASP Giovanni Ottavio Bufalini, l’IIS Patrizi-Baldelli-Cavallotti ed il Consorzio Pro-Centro per la costituzione dell’Associazione Ente Fiera Salone Nazionale Tartufo Bianco Pregiato di Città di Castello e ha deliberato l’adesione del Comune di Città di Castello al sodalizio, approvandone lo statuto e autorizzando il sindaco Luca Secondi a sottoscriverne l’atto di costituzione.
L’associazione, con sede presso la residenza municipale di piazza Gabriotti, “opererà senza scopo di lucro per l’organizzazione del Salone Nazionale Tartufo Bianco Pregiato di Città di Castello”, ma anche per “l’organizzazione di altre manifestazioni promozionali di Città di Castello e di ogni altra iniziativa che contribuisca allo sviluppo economico, sociale, di promozione turistica e di valorizzazione dell’identità storica, culturale, ambientale, enogastronomica del territorio”. Il sodalizio avrà inoltre il compito di “valorizzare, in collaborazione con le associazioni dei ricercatori di tartufi, le associazioni di commercianti di tartufi, gli enti pubblici territoriali, le associazioni agricole e di categoria e le associazioni di commercianti, il tartufo italiano delle specie riconosciute per legge”. Per il raggiungimento delle finalità per cui è stata costituita, l’Associazione Ente Fiera Salone Nazionale Tartufo Bianco Pregiato di Città di Castello “potrà attivarsi per il reperimento di finanziamenti pubblici e privati adeguati alla gestione del sodalizio e delle sue finalità, anche attraverso la partecipazione a bandi pubblici e l’elaborazione di progetti da sottoporre, anche in partnership, alle autorità locali o nazionali o comunitarie, pubbliche e private, per l’ottenimento di contributi”; “potrà agevolare e promuovere la realizzazione e lo scambio di pubblicazioni, studi, esperienze e ricerche afferenti alle specifiche finalità da perseguire, nonché la raccolta di dati e notizie che possano interessare l’attività dell’associazione e dei soci, mediante seminari, riunioni, materiale illustrativo e informativo e quant’altro utile allo scopo”; “potrà svolgere in genere tutte le attività che si riconoscono utili per il raggiungimento dei fini che l’associazione si propone”. In seno all’Associazione Ente Fiera Salone Nazionale Tartufo Bianco Pregiato di Città di Castello si costituiranno un’assemblea dei soci, un consiglio direttivo, che resterà in carica per cinque anni e sarà composto da un minimo di tre e da un massimo di sei membri, compreso il presidente, che sarà nominato tra i due componenti indicati dal Comune di Città di Castello, e un organo di controllo. A illustrare in aula la costituenda associazione è stato il sindaco Luca Secondi, che ha dato conto dell’iter amministrativo avviato a seguito della dissoluzione dell’associazione Mostra del Tartufo e dei Prodotti Agroalimentari, dovuta al venir meno per scioglimento della Comunità Montana a cui facevano capo tutte le attività organizzative, e che ha anche fatto tappa nel luglio scorso nella commissione Programmazione Economica. Il primo cittadino ha ricordato come la giunta abbia rispettato l’indicazione venuta da alcuni consiglieri comunali di invitare a far parte del sodalizio anche Regione e Afor, “dai quali, comunque – ha detto il sindaco – non è ancora arrivata una risposta né positiva, né negativa”. “La nostra esigenza ora – ha puntualizzato il primo cittadino – è però quella di partire con l’attivazione dell’associazione, a prescindere dalle adesioni di ulteriori soggetti, ai quali il sodalizio è aperto e che potranno comunque entrare come soci in qualunque momento”. Secondi ha spiegato che la motivazione della scelta di costituire un’associazione promotrice dell’evento risieda nella maggiore agilità organizzativa che la caratterizza a livello gestionale, evidenziando come sia stata presa a modello l’analoga esperienza del Comune di Alba. Nel riferire della fase di partecipazione attivata con tutti i soggetti portatori di interesse, il sindaco ha ringraziato per il lavoro svolto l’assessore competente Letizia Guerri, il personale degli uffici comunali coinvolti e quanti hanno offerto il proprio contributo propositivo, testimoniando particolare riconoscenza per l’impegno profuso fino all’ultimo dal commissario liquidatore della Comunità Montana Mauro Severini. “Il coinvolgimento di tutti gli attori della filiera ha dimostrato già nell’edizione 2023 del Salone Nazionale del Tartufo Bianco Pregiato di essere azzeccato e di incontrare il favore degli operatori del settore e dei visitatori che hanno partecipato”, ha osservato Secondi, evidenziando che questo percorso continuerà nel 2024 attraverso l’associazione promotrice. La consigliera di Castello Cambia Emanuela Arcaleni è intervenuta per far presenti le proprie perplessità sulle scelte della giunta comunale, in particolare per la scelta della forma giuridica dell’associazione e per le previsioni dello statuto. “Mi ha colpito il parere negativo dato dall’organo di revisione, che ha eccepito circa l’opportunità dell’assenza di personalità giuridica in capo alla costituenda associazione”. L’esponente della minoranza ha quindi evidenziato “le assenze tra i soci fondatori di soggetti che facevano parte della precedente associazione promotrice, come il sodalizio che riunisce i tartufai dell’Altotevere, l’Afor che ha sostituito la Comunità Montana e gli altri Comuni della vallata”. “Questo mi dà l’idea di una restrizione, di un depotenziamento di un’associazione che avrebbe potuto essere più ampia”, ha fatto presente Arcaleni, che ha rimarcato i dubbi sulla forma giuridica prescelta anche alla luce della nuova normativa sul terzo settore, segnalando “una preponderanza direttiva da parte del Comune, che potrebbe aver allontanato altri soggetti interessati a partecipare”. “Chi potrà mai voler entrare in un’associazione nella quale il Comune sceglie due membri su un minimo di tre e un massimo di sei, tra cui il presidente?”, si è chiesta la rappresentante di Castello Cambia, che ha invitato la giunta a fare una riflessione sulle scelte compiute nello statuto. Il sindaco Secondi ha preso di nuovo la parola per spiegare che “ci sono soci fondatori, quelli che hanno firmato il protocollo d’intesa e procederanno alla costituzione dell’associazione, e soci ordinari, che potranno entrare in qualunque momento e la cui assenza in questo momento non significa un’esclusione”. Tra questi ultimi il primo cittadino ha portato l’esempio dell’Associazione Tartufai Alto Tevere, che ha espresso piena condivisione per il percorso intrapreso, ma ha avuto necessità di fare approfondimenti su eventuali problematiche derivanti dalla partecipazione al sodalizio come socio fondatore e quindi non figurano tra i firmatari del protocollo d’intesa. Secondi ha quindi fatto presente come “possano operare tranquillamente per le proprie finalità anche le associazioni che non abbiano i requisiti per essere iscritte nel Registro Nazionale Terzo Settore” e a proposito del parere dei revisori dei conti ha chiarito come i rilievi riguardassero l’opportunità di nominare soggetti che per le caratteristiche dell’associazione rispondono direttamente, a norma di legge, della propria azione. “Ci sono molti esempi, anche vicini, di associazioni simili e si è scelto di adottare una precauzione di questo tipo”, ha spiegato il sindaco, che ha giustificato le facoltà di nomina riconosciute al Comune dallo statuto con il fatto che l’ente sia “quello che finanzierà per la stragrande parte questa manifestazione”.
