Arezzo – Il resoconto dell’anno 2024 sulle attività di controllo e repressione del fenomeno Oltre 60 interventi di rimozione tra rifiuti edili e da demolizione come cartongesso, materiali in cemento amianto e calcinacci, rifiuti tessili e bombole del gas. Il 2024 ha registrato una recrudescenza del fenomeno di abbandono di rifiuti ingombranti e speciali in particolare nelle campagne ed in luoghi della città più o meno appartati.
Per far fronte al fenomeno il Comune di Arezzo ha messo in atto notevoli sforzi in coordinamento tra Ufficio ambiente, Polizia Municipale e Carabinieri Forestali, grazie ai quali sono stati accertati 37 illeciti penali e 39 amministrativi, con 25 persone denunciate e diversi mezzi sequestrati. Oltre a ciò, il Comune si rivale sui responsabili per il recupero delle spese per la rimozione e lo smaltimento dei rifiuti. “E’ in atto un presidio costante, che si avvale anche dell’uso di fototrappole e fotocamere, grazie al quale dal momento della segnalazione si è in grado di intervenire in tempi molto rapidi – spiega l’assessore Marco Sacchetti. – Il rinvenimento di un cumulo di rifiuti abbandonati dà avvio ad una procedura complessa sia per le attività di indagine, demandate agli organi di polizia giudiziaria, che per quanto riguarda la rimozione che trattandosi per lo più di rifiuti speciali non può essere svolta dai servizi territoriali di raccolta rifiuti ma richiede il rispetto di norme e procedure di legge che determinano un aumento di costi e tempi per la rimozione”. E’ paradigmatico il caso dei rifiuti tessili comparsi sul territorio aretino nella scorsa primavera: tra il mese di maggio e giugno si è assistito a una vera e propria aggressione del territorio aretino da parte di una banda che smaltiva abusivamente i rifiuti di ditte tessili del pratese abbandonandoli notte tempo nelle campagne. In pochi giorni sono stati registrati una decina di episodi diversi, ciascuno di essi connotato dall’abbandono di cumuli di decine di sacchi contenenti scampoli di tessuto. La macchina del presidio si è attivata prontamente, con un quotidiano scambio di informazioni tra il gestore SEI Toscana, gli uffici comunali di Polizia Municipale e Ambiente e il Comando dei Carabinieri Forestali, e grazie all’utilizzo di fototrappole e ispezioni su cassonetti e sacchi si è riusciti a stringere il cerchio sugli autori, individuati e denunciati. Nel frattempo SEI Toscana è intervenuta sui rifiuti abbandonati garantendone la rimozione in pochi giorni. Un altro caso particolare è quello di una ditta edile colta dalle telecamere a smaltire abusivamente rifiuti speciali dentro ai cassonetti per 4 volte in poco più di 24 ore, mentre è di pochi giorni fa il rinvenimento di fusti contenenti olio motore in una piazzola ai margini della città: anche qui era presente una telecamera e sono in corso le indagini per individuare il responsabile. Risultati importanti vengono anche dall’attività nei riguardi di veicoli abbandonati ormai non più in grado di circolare, che nel solo 2024 ha permesso la rimozione di 69 carcasse di veicoli dal territorio. L’abbandono di rifiuti, così come lo smaltimento illecito, sono reati puniti ai sensi degli articoli 255 e 256 del Testo Unico sull’Ambiente, con l’ammenda da 1000 a 10.000 euro, e se si tratta di rifiuti pericolosi la sanzione è raddoppiata. Si ricorda che non esiste più distinzione tra cittadini e imprese e anche i primi commettono un reato abbandonando qualsiasi tipo di rifiuto. Qualora poi il responsabile di abbandono o gestione illecita sia il titolare di un’impresa il reato è punito con l’arresto da tre mesi a un anno o l’ammenda da 2.600 a 26.000 euro se si tratta di rifiuti non pericolosi e con l’arresto da sei mesi a due anni e con l’ammenda da 2600 a 26.000 euro se si tratta di rifiuti pericolosi. “Il fenomeno degli abbandoni interessa tutto il territorio nazionale ma la sua gestione è ben diversa da posto a posto. Il territorio di Arezzo è ottimamente presidiato, gli abbandoni ovunque essi avvengano, non invecchiano: dal momento della segnalazione, in poco tempo, tenuto conto delle procedure da attivare caso per caso, interveniamo e rimuoviamo i rifiuti. Altrove si assiste a cumuli abbandonati a sé stessi che nel tempo crescono e si tramutano in discariche abusive. Qui no”, conclude l’assessore Sacchetti.
