Telio Barbieri: Resoconto Consiglio Comunale 29/04 /25. Si inizia con l’approvazione dei verbali della seduta precedente : unaminita’. Siamo poi passati alle comunicazioni del Sindaco. La comunicazione più importante riguarda i loculi cimiteriali di Badia. Il progetto preliminare per 40 loculi prevedeva un costo di 80.000€ saliti a 100.000 a lavori non ancora iniziati. Il punto 3 ratifiche variazioni di bilancio. Abbiamo votato a favore con la raccomandazione che dei 147.000 € di avanzo 40.000 siano accantonati perché alcune partite possono essere inesagibili.
Dei rmanenti il sindaco si è impegnato a farci conoscere come saranno impiegati. Abbiamo fortemente ricordato di interventi strutturali sui cimiteri di Rofelle e di Caprile e Fresciano e di provvedere l allacciamento dell acqua per il cimitero di Santa Sofia. Questi interventi erano richiesti da una nostra interrogazione del 26/11/2024. Il sindaco aveva accolto la proposta sottolineando che gli interventi ci sarebbero stati appena avremmo avuto la disponibilità finanziaria.
Telio Barbieri: Seconda parte. Oggi questa disponibilità finanziaria c è, si mantenga quello che si è promesso. Abbiamo chiesto, altro oggetto di interrogazione, un intervento su una parte di un muro di Montebotolino attualmente transennato e do una messa in opera di nuovi punti luce che tengano conto delle caratteristiche del paese. Anche in questo caso il sindaco apprezzando il nostro intervento assicuro’ che I lavori sarebbero stati fatti con l avanzo do amministrazione. Il punto sei prevedeva l approvazione di uno schema di convenzione con la stazione appaltante della Provincia, votazione a favore. Il punto 7 approvazione tariffe IMU per il 2025, votazione favorevole. Il vicesindaco su suggerimento del consigliere Olivieri si è impegnato a rivedere la parte variabile a favore di persone con basso reddito, anziani e magari soli. Abbiamo chiesto che alcuni esercizi alimentari, bar che in queste realtà sono un presidio indispensabile per mantenere un minimo di socialità siano esentati. Naturalmente tutto deve essere calcolato a parità di entrate. Punto 9 ipotesi gemellaggio con Chiusi della Verna proceduto alla nomina di una commissione per le verifiche necessarie. Il gruppo ha nominato il consigliere Olivieri. Questo gemellaggio tuttavia per le ragioni esposte non ci sembra necessario, astenuti.
Telio Barbieri: Parte terza. Il punto 11 era una mozione da noi presentata con la quale si chiede un cessate il fuoco tra Ucraina e Russia. Sul conflitto medio orientale che vengano ei confronti di Israele applicate adeguate sa zioni e che venga riconosciuto lo stato di Palestina. La votazione ha visto 3 si noi, 3 astenuti, 2 contrari. Contrario il sindaco affermando che vota no perché temi troppo grossi per un piccolo comune. Anche il vicesindaco del PD contrario con la motivazione che è inutile discutere di argomenti che non attengano strettamente ai problemi comunali. Si è invece astenuto il Consigliere di FdI con altri due della maggioranza. Il punto 12 era una reiterate nostra richiesta di dotare anche il nostro comune di un regolamento per il Consiglio comunale e la nomina di una commissione per redigerlo. La nostra richiesta è stata respinta: il sindaco per troppi impegni amministrativi (siamo 900 a. e fa il sindaco a tempo pieno) ha dichiarato la sua indisponibilità. Alle mie proteste, dicendo che lo avremmo fatto presente al Sig. Prefetto la mancanza del regolamento viene promesso entro l anno la nomina della commissione. Il punto 18. Mozione contro il riarmo dei paesi europei viene respinta dalla maggioranza compreso il vicesindaco del PD. Siamo d accordo sulla creazione di un esercito europeo e di un suo forte rafforzamento. Siamo contrari al fatto che gli 800 miliardi di euro siano finanziati con soldi destinati alla scuola, alle pensioni e alla sanità. Non è spiegabile questo voto contrario e a favore delle lobby del elle armi. Rinviati per l ora tarda I punti 13, 14, 15 e 16.
Telio Barbieri: Parte quarta. Il punto 8 De.Co per la patata bianca di Monteviale. Il progetto di valorizzare tutti i prodotti di eccellenza mirato a sviluppare la nostra economia è stato uno dei temi portanti del nostro programma elettorale. Era un impegno che avevamo preso e lo stiamo mantenendo. Abbiamo incontrato il presidente della patata rossa di Cetica per capire il percorso da seguire per valorizzare il nostro prodotto. Insieme ai produttori abbiamo predisposto una bozza di regolamento per istituire la De. Co e un disciplinare di produzione per la patata di Monteviale. Questi due documenti possono essere la base per il lavoro della Commissione. Inoltre abbiamo predisposto lo stampato per le domande di richiesta per ogni produttore. Abbiamo nominato una commissione di tre persone che lavorerà in tempi brevi ad una definitiva stesura del regolamento per l istituzione della DE. Co, in seguito verrà integrata con esponenti del mondo agricolo, della ristorazione, di esperti in agraria per valutare se il disciplinare proposto dai produttori corrisponda da quanto richiesto dal regolamento. Abbiamo inoltre fatto eseguire le analisi dei terreni di Monteviale, Pratieghi e Montelabreve per ogevolare il lavoro della commissione. L’ obiettivo di tutti è quello di chiudere la partita entro giugno per permettere ai nostri produttori di fregiarsi sin dal prossimo raccolto del marchio De. Co.
Telio Barbieri: Il punto 15 “utilizzo della compensazione di impianto eolico ” è stato discusso insieme a una nostra mozione presentata quando l o.di g. era già stato presentato. Nel concreto come già avevamo fatto, nell ipotesi che il parco venisse approvato ,si chiede che oltre alla compensazione in denaro si abbia una riduzione del costo del kilowatt. La mozione prevede di trattare, per tutta la durata della concessione e per tutti gli abitanti del Comune, un costo di 8 centesimi al kw. Questo comporterebbe un notevole risparmio per le famiglie,per le attività produttive e potrebbe incrementare la presenza di piccole aziende e imprese attirate dal basso costo energetico. LA MAGGIORANZA COMPATTA HA RESPINTO LA NOSTRA PROPOSTA. Anche in questo caso siamo di fronte a due visioni completamente diverse del ruolo dell Amministrazione.
Quella del sindaco puramente assistenzialista ,tutta tesa alla ricerca di finanziamenti per opere che non siamo in grado di gestire una amministrazione dell apparire e un sindaco delle inaugurazioni . In un paese dove ci sono pochissime nascite (2 solamente nel 2023), avremo belle opere in un comune quasi completamente disabitato. Contro c è la nostra visione che mira ad una crescita e una sviluppo delle capacità imprenditoriali per creare ricchezza e una buona occupazione. Questa è l unica strada percorribile se vogliamo bene alla nostra comunità. Inoltre abbiamo fatto presente al sindaco che molti enti territoriali e associazioni sono contrarie a questo parco eolico. Nel caso che la Regione Toscana lo approvi abbiamo chiesto di confrontarsi con questi soggetti e chiedere una loro collaborazione per controllare che tutti i lavori vengano eseguiti secondo le prescrizioni.
ANCHE IN QUESTO CASO LA MAGGIORANZA HA VOTATO COMPATTAMENTE NO!
