I consiglieri Donati e Sileno rimarcano la loro preoccupazione per la situazione economica dell’ente e rilevano altri elementi che emergono dalla relazione al bilancio “Accogliamo la richiesta del Primo Rettore ma rimaniamo in attesa delle risposte del Sindaco e invitiamo il Magistrato in commissione bilancio”
Mossi da stima personale nei confronti del Primo Rettore Pierluigi Rossi non possiamo che accogliere l’invito ad incontrare il magistrato di Fraternita. Allo stesso tempo attendiamo dal Sindaco riposte più precise e puntuali alle nostre interrogazioni.
Leggendo infatti tra le righe della relazione approvata dal Magistrato ci preoccupa in particolare la parte sui “Rischi di valutazione sulla gestione” dove rileviamo due punti in particolare.
Il primo, che citiamo testualmente, evidenzia “difficoltà legate alla gestione di un vastissimo patrimonio immobiliare, che ha la necessità di continui interventi di manutenzione ordinaria e soprattutto straordinaria.
Il secondo riguarda invece ‘talune volte, l’impossibilità di partecipare a bandi o ad avvisi pubblici per eventuali finanziamenti, legati alla particolare natura giuridica dell’ente o a eventi esterni alla ‘governance’ della stessa istituzione’.
Ci pare evidente il grido d’allarme con il quale l’Istituzione attesta, nero su bianco, la difficoltà a gestire il patrimonio e a partecipare a bandi pubblici. Speriamo che le risposte alle nostre domande arrivino da parte di Sindaco e Giunta, contemporaneamente sarà un piacere confrontarsi con il Primo Rettore.
Infine due note di rispetto per le istituzioni locali e per il consiglio comunale che rappresenta l’organo di controllo. Per prima cosa la querelle che si sta generando è dovuta alle parziali risposte del Sindaco il quale, a differenza del Primo Rettore, è il destinatario delle nostre interrogazioni. Per secondo, così come noi andremo dal Primo Rettore sarebbe opportuno che il Magistrato partecipasse alla commissione bilancio e partecipate per illustrare i contenuti dei documenti allegati al bilancio, rassicurare i consiglieri e rispettare il potere di controllo che spetta al consiglio comunale.
