COMUNE DI AREZZO – Nella variazione di bilancio proposta dallassessore Alberto Merelli rientrano innanzitutto 1.620.000 euro di maggiori entrate correnti: le voci principali sono lapplicazione di parte dellavanzo 2021 per una quota di 585.000 euro e un maggiore recupero dellevasione tributaria pari a 780.000 euro. Ancora maggiori entrate, in conto capitale, corrispondono alla quota di liquidazione di Aisa spa, società della quale è stata disposta la liquidazione, di cui beneficia il socio Comune di Arezzo: 2.037.840 euro.
Maggiori uscite. Quelle di parte corrente corrispondono a 430.000 euro per i servizi sociali, dal sostegno al pagamento delle rette delle Rsa allaccoglienza dei minori, 80.000 euro vanno a sostenere le morosità incolpevoli, 90.000 euro sono previsti per loccasione del settantesimo anniversario del Polifonico, 200.000 euro per il rimborso dei canoni concessori degli operatori di telefonia mobile, 250.000 euro per fare fronte agli aumenti dei prezzi dellenergia. Uscite in conto capitale: il Comune contribuisce per 1.900.000 euro agli investimenti di Arezzo Casa, soprattutto quelli programmati per beneficiare del cosiddetto bonus 110%. Ci sono poi 50.000 euro stanziati per la realizzazione dello skate park, 32.000 euro vanno al Museo Oro dAutore, 325.000 euro al progetto di valorizzazione multimediale della Fortezza.
Capitolo investimenti: abbiamo finanziato con questa variazione ha sottolineato Merelli 3.838.000 euro la cui quota principale è rappresentata dalla revisione dei prezzi delle opere in corso causata dai maggiori costi. Vi sono inoltre compresi i 450.000 euro per i lavori allimmobile di via Pellicceria. Alla cifra suddetta vanno comunque sottratti 1.300.000 euro, recuperati in virtù delle modifiche alle fonti di finanziamento illustrate dallassessore Casi. Con questa operazione, risalta la bontà delle scelte effettuate nella gestione dellavanzo libero: averlo tenuto a un livello importante, averlo sfruttato come polmone finanziario, ci ha permesso in questa fase di operare con elasticità e fare fronte agli aumenti dei prezzi delle materie prime che hanno riverberato i loro effetti sui cantieri. Peraltro, disponiamo ancora di oltre 1.200.000 euro di avanzo 2021, una quota che ci rende sereni.
Luciano Ralli: dopo avere ringraziato il sindaco per la sottoscrizione della lettera-appello dei primi cittadini a favore della prosecuzione del governo Draghi, sappiamo bene che lesecutivo è poi caduto e le Camere sono state sciolte. Per quanto riguarda le risorse del Pnrr, nulla cambia o possono subentrare alcune criticità da quanto accaduto a livello nazionale?
Valentina Sileno ha chiesto alla Giunta investimenti strutturali in una duplice direzione, comunque riconducibili ai contenuti del Green city accord: capitolo rifiuti, dalla raccolta allo smaltimento; capitolo manutenzione, dalla viabilità al verde pubblico. Le risorse ci sono: gli oltre 2 milioni derivanti dalla liquidazione di Aisa spa.
Marco Donati: con questi, proviamo a dare allamministrazione comunale un cambio di marcia. Ma vorrei sottolineare un altro aspetto: gli ulteriori 170.000 euro che vanno alla Fondazione Guido dArezzo. Personalmente, trovo distonico latteggiamento del sindaco che manda da una parte la lettera a Draghi, ergendosi a soggetto istituzionale, e dallaltra intende mettersi a capo dei sindaci di centrodestra promuovendo un incontro di natura politica.
Roberto Bardelli: ci tengo a sottolineare due interventi che meritano un plauso: 80.000 euro ai residenti delle case popolari che soffrono di morosità incolpevole. Sono molti e la pandemia ha aggravato tante situazioni. E ancora, restando nellambito delledilizia residenziale pubblica, il contributo che il Comune dà per venire incontro alle esigenze di ristrutturazione degli edifici. Non erano scelte scontate.
Roberto Cucciniello ha messo in risalto la cifra citata da Merelli sullaumento dei costi dei cantieri a cui lamministrazione comunale è andata incontro: oltre 3 milioni e 300.000 euro, chiediamoci cosa avremmo potuto fare senza questa contingenza negativa che sta coinvolgendo lintero Paese. Abbiamo speso una cifra simile solo per garantire la prosecuzione dei cantieri.
Egiziano Andreani: un bilancio virtuoso ci permette di guardare al futuro con serenità e questo è un messaggio che lanciamo non solo a uso e consumo di una maggioranza politica ma per i nostri concittadini.
Simon Pietro Palazzo: questa delibera sta a dimostrare che lamministrazione comunale si caratterizza per vitalità e per lo stare sul pezzo. Sociale e cultura sono valori intrinseci e occorre investirvi perché non sono poi aspetti così immateriali.
Alla domanda dei consiglieri comunali di opposizione su cosa sia la start-up del sociale a cui sono destinati 15.000 euro, il vicesindaco Lucia Tanti ha ricordato che si tratta della Accademy che sta mettendo in piedi la Poti Pictures, unesperienza unica nel suo genere.
