DGR 2/2022 AMPLIAMENTO DISCARICA DI BELLADANZA: INTERPELLANZA, LUCIANA BASSINI, CAPOGRUPPO “CIVICI X CITTA’ DI CASTELLO” Dgr 2/2022, ampliamento discarica di Belladanza: interpellanza, Luciana Bassini, capogruppo “Civici X Città di Castello”. “Premesso che il Piano Regionale per la gestione integrata dei rifiuti prevede una fase
transitoria sino al 2028 e, a partire da questa data, la fase a regime con l’entrata in funzione di un termovalorizzatore da realizzare in area ancora da definire con numerose criticità che tale scelta comporta; Che durante la fase transitoria con la chiusura delle discariche di Gubbio, Perugia e Spoleto e del possibile esaurimento delle volumetrie delle discariche di Città di Castello (Belladanza), di Magione (Borgogiglione) e di Orvieto (le Crete) entro il 2024, si dovrà ricorrere ad un ampliamento di Belladanza e delle Crete, in quanto sembra prevista la chiusura di Borgogiglione, per un volume complessivo di 1,2 milioni di metri cubi; Considerato che, in base agliatti citati nei riferimenti istruttori, emergono enormi difficoltà su scala regionale per la gestione dei rifiuti a seguitodell’esaurimento oramai prossimo delle volumetrie disponibili e delle carenzeimpiantistiche; che il modello basato sul massiccio ricorso alle discariche è definito dallaComunità Europea come quello di maggior impatto inquinante e prima fonte di
emissioni climalteranti rispetto ad altri sistemi di gestione e per questo
collocato all’ultima posizione nella gerarchia Europea dei rifiuti;
Che sarebbe auspicabile un piano innovativo senza attendere e rimandare a
date improponibili, la risoluzione dei Rifiuti in Umbria”. Per queste motivazioni Luciana Bassini
chiede di conoscere lo stato attuale della discarica di Belladanza e se già da ora
raccoglie rifiuti provenienti da altri territori sia Regionali sia extra Regione ed
eventualmente in quale quantità; Se e quando è previsto l’ampliamento della discarica nel nostro territorio e quali azioni l’Amministrazione Comunale intenda portare avanti al
fine di ridurre drasticamente il conferimento dei rifiuti per impedire il rapido
esaurimento della discarica.
