“Plauso al personale penitenziario, repressioni di questo tipo sono frequenti nonostante le carenze di organico” Dopo la vicenda del ritrovamento da parte del personale della reparto di polizia penitenziaria del carcere aretino di uno strumento di comunicazione telefonica destinato ad un detenuto, che è poi stato denunciato, la FNS Cisl di Arezzo prende posizione circa l’operato della polizia penitenziaria aretina.
“La stampa locale ha riportato l’intervento della polizia penitenziaria nel carcere di Arezzo servito a sventare la consegna di uno smartphone ad un detenuto, che ad oggi è un reato penale (DPR 309/1990). Quello che abbiamo notato – spiegano David Mencarelli e Alfonso Galeota, rispettivamente segretario e segretario aggiunto della FNS Cisl – è che la notizia non ha sorpreso l’opinione pubblica ed è stata considerata una “piccola” operazione, apparentemente frutto di una normale routine. Se non fosse che invece tali operazioni tese a bloccare l’introduzione di telefoni e stupefacenti all’interno della struttura penitenziaria, sono sempre state numerose anche prima che diventasse illecito penale – aggiungono Mencarelli e Galeota – ma spesso restano lontano dai riflettori mediatici”. Al netto di queste attività di repressioni la FNS Cisl punta l’attenzione sulla situazione di tutto il personale di polizia penitenziaria della casa circondariale di Arezzo, che ad oggi deve far fronte ad una importante carenza di organico. “Al personale aretino va il nostro plauso – sottolineano Mencarelli e Galeota – al quale confidiamo si voglia unire l’amministrazione Penitenziaria. Il reparto in questione lavora con risultati efficienti, solo grazie alla forte dedizione delle pochissime unità rimaste in servizio, la carenza di oltre il 20% del personale rispetto alla pianta organica del DM del 2017 crea una forte compressione dei diritti contrattuali. Basti pensare che solo negli ultimi 3-4 anni sono andati in quiescenza oltre dieci unità e di queste mai rimpiazzate”. La FNS Cisl, che ha affrontato la situazione anche con una riunione molto partecipata del gruppo sindacale, in cui è stato analizzato l’attuale organigramma, si fa portavoce di un appello alle istituzioni. “Basterebbe cosi poco per far migliorare i piccoli reparti, come quello di Arezzo, con l’integrazione di poche unità, ma spesso, vengono dimenticati nelle assegnazioni di nuove assunzioni proprio perché considerati piccoli. Alla luce di quanto dichiarato confidiamo nella volontà dell’Amministrazione distrettuale e centrale a voler intervenire con l’invio di qualche unità, permettendo di poter continuare a garantire la sicurezza.”
