Ma chi ha cercato di dare il suo contributo si è trovato dinanzi a variabili indipendenti e stringenti, già definite dall’amministrazione comunale stessa: demolizione della ex-palazzina comando e costruzione del nuovo centro per l’impiego, ristrutturazione della ex-palazzina di guardia a fini commerciali, parcheggio multipiano. E che vuoi andare a sindacare? Aggiungiamoci gli uffici comunali, i locali che ospitano chissà ancora per quanto le aule scolastiche, la ex Casa delle culture diventata non si sa cosa ma in ogni caso ipotecata per scelta ideologica, le Logge del Grano la cui destinazione resta in un limbo, l’abbattimento dei murales più volte paventato dove stavano gli spazi di manovra? Anche l’ordine degli architetti non ha mancato di sottolinearlo.
Dunque quel percorso sbandierato dall’assessore Francesca Lucherini è sembrato chissà cosa mentre, stringi stringi, era già tutto prefigurato come ulteriore stress per il centro in termini di traffico. E sappiamo quanto il semiperimetro via Petrarca-via Porta Buia-via Garibaldi sia diventato praticamente il triangolo delle Bermuda. I posti auto alla Cadorna, anche quelli attuali, possono essere assorbiti da altri parcheggi attivando nel caso una navetta, meglio se a trazione elettrica, che li colleghi con il centro, la cui vivibilità ne uscirebbe migliorata, per i residenti e per i turisti. Lo ha chiarito bene Legambiente, che in più ha messo in evidenza come quella piazza sia il luogo privilegiato per una scommessa e una svolta green. A proposito di parole con cui la giunta Ghinelli ama semplicemente riempirsi la bocca. Peraltro, questa scelta potrebbe inserirsi in un dibattito più ampio sull’idea di città e sui collegamenti che la vecchia Caserma avrà con via Petrarca da una parte e con piazza del Popolo dall’altra.
Insomma, al di là dei questionari, che abbiamo capito essere meno di 450 su 100.000 abitanti circa, avere indotto l’idea di un coinvolgimento dei cittadini, finalmente assurti al ruolo di interlocutori privilegiati, si è risolto in un’illusione totalmente fuorviante.
