CITTA’ DI CASTELLO – “L’amministrazione comunale implementerà la frequenza della pulizia di caditoie e forazze nelle zone critiche del territorio, ma è necessario che i cittadini osservino i doveri dettati dalla normativa vigente”. L’assessore Carletti risponde in consiglio comunale all’interrogazione del consigliere Minciotti (PD) sugli interventi per attenuare i disagi del maltempo
“L’amministrazione comunale implementerà la frequenza della pulizia di caditoie e forazze che è di propria competenza nelle zone del territorio critiche, ma, nelle more dell’emanazione del regolamento edilizio-tipo da parte della Regione, non procederà all’inserimento di ulteriori norme riguardanti gli obblighi dei frontisti nel regolamento edilizio del Comune, perché i doveri a cui sono tenuti i cittadini sono già ampiamente previsti dalla normativa di riferimento e anche da un’ordinanza sindacale del 2011: si tratta unicamente di fare in modo che vengano rispettati”. E’ quanto ha chiarito in consiglio comunale l’assessore ai Lavori Pubblici Riccardo Carletti, rispondendo all’interrogazione del consigliere Massimo Minciotti (PD) riguardante la pulizia degli argini e degli alvei dei fossi, dei torrenti, delle forazze e delle caditoie. Nel richiamare “le precipitazioni di forte intensità che recentemente hanno interessato il territorio comunale, che possono essere fonte di danni e potenziali pericoli per l’incolumità pubblica”, il rappresentante della maggioranza consiliare aveva chiesto di sapere “quali azioni intendesse intraprendere l’amministrazione per risolvere la situazione rivelativa all’obbligo di pulizia e di manutenzione dei frontisti, come prevedono le leggi e i regolamenti vigenti”, se non si ritenesse necessario “aumentare la frequenza di pulizia di caditoie e forazze, dotandosi di adeguati mezzi tecnologici” e “normare ulteriormente gli obblighi dei frontisti attraverso il regolamento edilizio comunale”. Nel premettere la considerazione che “nel nostro Paese non mancano certo le regole, ma si tratta piuttosto di rafforzare la voglia di rispettarle”, l’assessore Carletti ha chiarito che “ogniqualvolta si sono verificati fenomeni meteorologici di particolare intensità, come ad esempio quelli del 15 e del 30 settembre 2022, l’amministrazione comunale, oltre ad attivare tutte le procedure per alleviare i disagi causati alla popolazione da allagamenti, frane, smottamenti, ha poi intrapreso delle iniziative per richiamare i vari soggetti privati, sia frontisti che non delle infrastrutture pubbliche, al rispetto degli obblighi previsti dalla normativa vigente”. L’assessore ha spiegato che “la pulizia e la manutenzione delle forazze e delle caditoie comporta una serie di prestazioni affidate a diversi soggetti e secondo diverse modalità: la manutenzione del manufatto delle forazze è di competenza del Comune, che in caso di rottura le sostituisce e, se ci fosse una particolare esigenza, ne installa delle nuove, previo parere di Umbra Acque nel caso defluiscano in fognature miste; la pulizia delle forazze e delle caditoie rientra tra i servizi di igiene urbana oggetto del nuovo contratto con Sogepu, per un totale di 37.750 euro, e consiste nella pulizia di tali manufatti con canal-jet, nell’asportazione e nello smaltimento dei materiali depositati, nel lavaggio e nella compilazione dei relativi report; la pulizia della rete fognaria, delle acque miste e nere, è in gestione a Umbra Acque, che si occupa anche dell’eventuale manutenzione e pulizia, mentre per le acque bianche la competenza è del Comune”. In sede di replica, il consigliere Minciotti si è detto “abbastanza soddisfatto”, anche alla luce del fatto che l’amministrazione comunale “ha già messo in atto, ad esempio a San Secondo, iniziative finalizzate a scongiurare i disagi derivanti da fenomeni atmosferici come le bombe d’acqua, che sono difficili da affrontare”. “E’ necessario che ogni cittadino sia consapevole dei propri doveri e della responsabilità di pulire le forazze davanti a casa”, ha aggiunto l’esponente della maggioranza.
