AREZZO – Arriva a stretto giro di posta la replica dell’assessore allo sport Federico Scapecchi alla nota dei gruppi consiliari Arezzo 2020 e Pd. Con una premessa: “la trovo inesattezze e scorretta, perfino umanamente”. Dopo di che: “intanto – precisa l’assessore – non parliamo di un’area a libero accesso. E questo dovrebbero saperlo sia un ex assessore allo sport sia due consiglieri comunali che ambiscono a esserlo.
Solo il campo da basket, infatti, lo è mentre quello da calcio è a pagamento. Nessuno redarguisce di certo i ragazzi che specie nelle ore pomeridiane lo occupano per il loro sacrosanto divertimento, ma resta un impianto che prevede per chi lo utilizza, tipo gli allenamenti serali, e sarà così pure per il prossimo anno, una tariffa. Se parlo poi di scorrettezza, anche intellettuale, mi riferisco a chi lamenta scarso coinvolgimento degli interlocutori quando questo non è vero e quando la stessa persona mi ha messo in contatto con la presidente del Cas di Villa Severi, che ringrazio per la disponibilità a interloquire con il sottoscritto. Ebbene, la presidente è stata la prima che ho informato, spiegandole l’idea dell’amministrazione comunale che è poi quella di mettere l’area a bando come accaduto agli altri impianti sportivi durante la mia gestione. Una metodologia che, ricordo, ha permesso una ricaduta sul territorio di oltre 2 milioni di euro di interventi da parte delle società concessionarie. Nel bando inseriremo di sicuro un’operazione da fare per il futuro gestore, ovvero dotare il campo da calcio di un blocco spogliatoio, visto che adesso chi vi si allena o gioca deve salire agli attuali spogliatoi che neppure sono di proprietà comunale. Per quanto riguarda il campo da basket, è nostra intenzione mettere nel bando la seguente previsione: qualora il gestore utilizzi quello spazio per altro, dovrà realizzarne uno nuovo sempre nell’area di Villa Severi. Infine, non è un’operazione imminente, ne riparleremo con chi di dovere e terremo conto sia di consigli che di usi e consuetudini della zona. Considerazione, quest’ultima, che mi porta all’ultimo punto: il parcheggio. Ebbene, tutta l’area di Villa Severi non contempla tale destinazione. E mai l’ha contemplata. Addirittura è stata la prima giunta Ghinelli a salvare i posti auto nella parte asfaltata perché per il regolamento urbanistico ‘Fanfani’ anche questi erano destinati a ‘parco e giardini’. Come del resto la parte sterrata, anch’essa comunemente ma impropriamente usata per la sosta. Le auto, dunque, non dovrebbero starci e non a causa dell’ultimo piano operativo ma da sempre, dalle amministrazioni di centrosinistra che non le hanno assegnato la destinazione che oggi lamentano come in pericolo. Il progetto che abbiamo in mente intende semplicemente prendere atto e procedere da una situazione disciplinata negli strumenti di pianificazione urbanistica, tenendo comunque conto della consuetudine di utilizzare come parcheggio anche l’area sterrata. La polemica sugli anziani con difficoltà motorie è pretestuosa perché chi vuole raggiungere il Cas può esservi accompagnato grazie all’apertura automatica del cancello che accede alla strada carrabile e agli edifici che vi insistono. Credo in sostanza che l’area, come le altre messe a bando, per le quali mi preme rimarcare il fatto che restano a pieno titolo nel patrimonio pubblico essendo privata solo la gestione, trarrà beneficio dal progetto, certamente in termini di utilizzo, visto che non mi sembra molto frequentata sotto il profilo sportivo come invece vogliamo renderla”.
