Abbiamo infatti estrapolato nell’ambito delle zone agricole previste dal Piano operativo alcune aree idonee a ospitare, dopo un rapido iter, questo tipo di tecnologia sostenibile e in linea con i dettami che contraddistinguono l’epoca attuale di transizione ecologica”.
Così l’assessore Francesca Lucherini commenta la novità regolamentare introdotta e che “risulta coerente, oltre che con gli aspetti valoriali che prima accennavo, con il complesso normativo nazionale e regionale, che già fornisce un quadro di aree considerate tali, ad esempio le cave e le miniere cessate o certi siti interni agli impianti industriali. Per individuarle all’interno del territorio comunale, abbiamo sostanzialmente incrociato due grandi supporti grafici, uno della Regione e uno parte integrante del Piano operativo. Dalla ‘combinazione urbanistica’ che ne è seguita abbiamo ricavato una mappa delle suddette aree idonee del Comune di Arezzo come le cave di Quarata o San Zeno”. Si tratta di un elaborato visionabile presso l’Ufficio urbanistica alla ex Cadorna: “questo – sottolinea Lucherini – è importante ricordarlo: chi scopre che una particella di proprietà vi è ricompresa potrà eventualmente chiedere l’installazione di pannelli solari a terra senza ricorrere ad alcuna variante urbanistica ma con una procedura abilitativa semplificata per interventi energetici. Semplificazione che corre su un duplice binario: non è solo per il cittadino ma anche per gli uffici comunali che dovranno istruire quello specifico procedimento amministrativo. Ovviamente l’amministrazione non rinuncia alla sua attività di controllo, soprattutto se si prefigurasse l’eventuale richiesta di grandi installazioni di pannelli da parte di società estranee al territorio. Infine, è un’operazione complementare con la politica che stiamo portando avanti, quella di stimolare la creazione di comunità energetiche rispetto alle quali quanto ora descritto si pone in un rapporto di evidente funzionalità”.
