AREZZO – l’Amministrazione comunale si occupi di questo parco. I cittadini del comune di Arezzo che frequentano il parco di “Villa Severi”, con questo documento, manifestano la loro amarezza e risentimento riguardo lo stato di manutenzione e conservazione delle strutture inserite nell’area che del parco stesso

L’area del parco è frequentata da numerose famiglie con figli piccoli e da giovani, che usufruiscono anche del libero utilizzo degli impianti sportivi che si trovano nell’area. All’interno dell’area hanno sede numerose Associazioni di Volontariato senza scopo di lucro [Centro di Aggregazione Sociale., Strade del Vino, Associazione Italiana Sommelier, Associazione Scrittori Aretini “Tagete”, Scout C.N.G.E.I., Gruppo Micologico, Centro “Onda d’Urto” e Teatro dell’Aggeggio] a cui fanno riferimento un notevole numero di persone che ogni giorno frequentano le strutture di riferimento. Tutto il parco con le sue strutture, è inserito in una delle più belle zone della città, sovrastato da una collina che ospita ville tra le più antiche di Arezzo ed è quindi un bene pubblico da tutelare e da preservare per l’intera comunità. Il parco è frutto della donazione, della fine degli anni ‘50, di Francesco Severi all’Ospedale di Arezzo, allora Santa Maria Sopra i Ponti,  con lo scopo di edificare il nuovo Edificio ospedaliero ed utilizzare il resto dei terreni per finalità sociali rivolte a tutta la popolazione di Arezzo. Negli anni ‘80, il Comune di Arezzo, in nome e per conto dell’ormai disciolto Ente Ospedaliero Santa Maria Sopra i Ponti, lo ha ceduto alla Provincia in cambio dei terreni dove oggi sorge l’Ospedale San Donato, mantenendo gli stessi vincoli di bene pubblico da utilizzare per finalità sociali. Negli anni ‘90 la Provincia cede l’intera area al Comune per la realizzazione del Parco e del Campo da calcio con relativa area di pertinenza che adesso è destinata a parcheggio. Nel 2021, l’Amministrazione comunale inserisce tutta l’area del parco nel  Piano Operativo Comunale, tra quelle di pertinenza delle ville e dei giardini di non comune bellezza ed edifici specialistici antichi all’articolo 60. Sempre nel citato Piano Operativo, l’Amministrazione Comunale, inserisce l’area sportiva tra quelle individuate come “servizi senza consumo di suolo all’articolo 94. Purtroppo le Amministrazioni proprietarie non effettuano da anni manutenzione all’area del parco e agli immobili in essa contenuti. Tutte le piccole manutenzioni, fino ad ora eseguita sia alle strutture che al verde che insite intorno ad esse, è stata eseguita esclusivamente dalle associazioni, che hanno tutte finalità sociali e senza scopo di lucro, la cui presenza ha garantito finora la migliore vivibilità del parco e che rappresentano un valore aggiunto alla zona. Parco cittadino di Villa Severi è tale anche grazie al lavoro volontario di tanti cittadini che se ne son presi cura dal lontano 1995. I cittadini, tramite una raccolta firme che è già iniziata, chiedono alle amministrazioni proprietarie del parco e degli immobili di effettuare tutti quei lavori di manutenzione, ordinaria e straordinaria, che permettano di mantenere un bene comune, di grande valore paesaggistico e sociale, in condizioni di maggiore e sicura fruibilità. Pertanto chiediamo di procedere ad una adeguata manutenzione e riqualificazione del parco e delle strutture in esso situate e sede delle varie Associazioni di Volontariato, con particolare riguardo alla:

·       installazione di nuovi giochi a disposizione dei bambini;

·       potatura delle piante, manutenzione della recinzione del parco, pulitura dei fossi di scolo delle acque e delle vasche che sono presenti sotto la villa;

·       messa in sicurezza dei viali che attraversano il parco;

·       manutenzione degli immobili sede delle Associazioni con particolare attenzione ai tetti, scarichi pluviali, caditoie ed infissi;

·    manutenzione e messa in sicurezza del campo di basket e del campo di calcio per continuare a permetterne il sicuro e libero utilizzo da parte dei cittadini.

Inoltre i cittadini chiedono agli Assessori competenti di Comune e Provincia un incontro pubblico per spiegare alla comunità le loro volontà in merito all’area del Parco di Villa Severi.–
