Lotta alla povertà e disagio sociali: i comuni altotiberini della Zona Sociale 1, con Città di Castello capofila, tendono una mano alla Caritas. Stanziati circa 130mila complessivi per il triennio e adottate misure di sostegno e collaborazione con la struttura della diocesi tifernate sempre più alle prese con emergenze e persone da assistere nei bisogni di primaria sussistenza. Firmata questa mattina in comune, alla presenza del sindaco, Luca Secondi, dell’assessore alle Politiche Sociali, Benedetta Calagreti, la responsabile dell’ufficio di cittadinanza, Lorenza Scateni, e per la diocesi, il vescovo, monsignor, Luciano Paolucci Bedini ed il direttore della Caritas, Gaetano Zucchini, una convenzione per l’affidamento della gestione di iniziative a contrasto della povertà alimentare. Il territorio dell’Alto Tevere Umbro, dove si inserisce l’azione di Caritas Città di Castello, è caratterizzato da lungo tempo da situazioni di gravi marginalità, che la Caritas di intercettare e accompagnare attraverso la collaborazione con attori pubblici e privati: l’instabilità finanziaria ha inasprito una situazione di precarietà già consolidata nel corso dell’emergenza sanitaria precedente, obbligando Caritas -e in generale il mondo dell’assistenza sociale- a cercare soluzioni immediate ed efficaci per supportare le situazioni più gravi di marginalità. Questa convenzione è un esempio di risposta della rete locale che attraverso azioni congiunte tra attori anche di diversa natura, riesce a farsi carico delle situazioni di marginalità e vulnerabilità in maniera nuova e lungimirante. Ad avvalorare la situazione di emergenza sociale sono i dati relativi alla distribuzione di alimenti da parte della Caritas dallo scorso gennaio ad oggi. Nei primi nove mesi del 2023 (si stima un + 5% di beni alimentari rispetto ai dati 2022): Olio 1.300 Lt, Latte 4.100 Lt, Legumi 1500 Kg, Pasta 2.000 Kg, Riso 930 Kg, Passata 750Kg. Il valore corrispondente alla totalità dei beni, alimentari e non, è pari a 89.386 euro a cui va aggiunto un valore figurativo di alimenti recuperati e donati di circa 50.000 euro. Questi beni sono stati distribuiti nell’anno 2022 a 439 famiglie per un totale di 1279 persone. In questi primi mesi del 2023 ne hanno beneficiato 1138 persone: 256 persone di nazionalità italiana e 882 stranieri, prevalentemente donne (596) e 364 minori. La mensa diocesana, aperta 6 giorni su 7 fornisce pasti in presenza ( numero variabile compreso fra i 30 e le 40 persone a pranzo) e da asporto per circa 35 famiglie; la fornitura dei beni alimentari per la preparazione di detti pasti proviene in gran parte dalla trasformazione delle eccedenze alimentari recuperate grazie alle convenzioni stipulate con la grande distribuzione, necessariamente integrati da acquisti mirati e dalle forniture orticole provenienti dall’esperienza della Cooperativa agricola biologica sociale Le Cascine (opera segno di Caritas Diocesana). Da sottolineare esperienza virtuose atte a sostenere tali attività come ad esempio la recente collaborazione con la Scuola Bufalini nonché la presenza di numerosi volontari che giornalmente, generosamente e gratuitamente dedicano il loro tempo alle finalità preposte. Il sostentamento economico complessivo di tali attività deriva dai contributi della Chiesa Cattolica Italiana, della Diocesi, dalle donazioni di privati cittadini ed imprese, nonché dal contributo dei Comuni della Zona Sociale grazie alla stipula della convenzione specifica. “La convenzione appena siglata è testimonianza dell’ormai duraturo rapporto di fiducia e collaborazione fra l’amministrazione e Caritas diocesana. Un sostegno importante che siamo felici di poter mettere a disposizione dei servizi che Caritas, ormai da oltre 50 anni, mette in campo a contrasto della povertà alimentare del nostro territorio. Voglio ringraziare anche i comuni dell’Alto Tevere perché si sono resi tutti disponibili ad aumentare la parte del contributo zonale, consentendoci così di potenziare la solida rete dei servizi di supporto a famiglie e cittadini in difficoltà”, hanno dichiarato il sindaco, Luca Secondi e l’assessore alle Politiche Sociali, Benedetta Calagreti. Sul fronte della Diocesi, soddisfazione è stata espressa dal Vescovo, monsignor, Luciano Paolucci Bedini e direttore della Caritas diocesana, Gaetano Zucchini. “I dati espressi delle attività riguardanti l’Emporio della Solidarietà San Giorgio e la Mesa Diocesana dimostrano le crescenti criticità per alcuni ad attendere alle necessità primarie come il sostentamento alimentare, la cura alla persona nella sua totalità. Purtroppo le contingenze attuali drammaticamente espresse dalle guerre in atto, della crisi economica, dagli eventi migratori alimentano costantemente il numero dei beneficiari. La Chiesa locale e quindi Caritas Diocesana sono impegnate da anni nel contrastare tali marginalità che rappresentano soltanto uno spaccato di tutti gli impegni che quotidianamente devono ascoltare e sostenere; per tale motivo la creazione di una rete solidale è fattore auspicabile e determinante per ottenere una risposta ancor più organizzata ed efficace per il nostro territorio, di cui siamo grati”, hanno concluso vescovo e direttore della Caritas. Il Comune di Città di Castello, in qualità di capofila della Zona Sociale 1, in nome e per conto dei Comuni ad essa afferenti, è scritto nella convenzione si impegna inoltre nell’ambito del territorio zonale per lo sviluppo di forme di sostegno e integrazione sociale per le persone in estrema povertà e a rischio di povertà ed emarginazione sociale, a favorire l’invio di persone e famiglie in condizioni di difficoltà alla mensa e all’emporio, compartecipare alle spese di gestione, promuovere le diverse iniziative realizzate con gli strumenti e i canali a disposizione delle amministrazioni quali comunicati stampa, sito internet, indicare un operatore che faccia da referente al fine di garantire il miglior rapporto possibile tra i progetti effettuati dal Servizio Sociale e quelli dell’ODV/APS, partecipare alla valutazione delle richieste da parte degli utenti e a ogni altro momento di confronto ritenuto utile e significativo e partecipare ai periodici incontri di monitoraggio, analisi del progetto e valutazione dei risultati.
