In riferimento al Piano di Dimensionamento della Rete Scolastica relativo all’a.s. 2024/2025, la Provincia di Arezzo prende atto, pur non condividendone le modalità e le tempistiche inaccettabilmente stringenti, della DGRT n. 1446 del 04/12/2023, peraltro giunta ufficiosamente a questi Uffici solo nella tarda giornata di Martedì 05/12/2023. Nella prima mattina di ieri, Mercoledì 6, la Provincia ha provveduto a darne notifica immediata alla Conferenza Zonale per l’Istruzione della Valtiberina, così come dovuto, nonostante la notifica ufficiale tramite pec da parte della Regione Toscana sia pervenuta alla Provincia nella tarda serata di ieri.
Con l’atto di cui sopra la Regione Toscana, in applicazione del Decreto Interministeriale n.127 del 30/06/2023 e a seguito respingimento dei ricorsi presentati, revoca la precedente deliberazione (con cui statuiva di mantenere invariato nell’a.s. 2024/2025 il numero di istituzioni scolastiche nelle more degli esiti della decisione sul ricorso presentato dalla Regione Toscana alla Corte Costituzione) e approva i nuovi indirizzi regionali, che, per quanto riguarda la Provincia di Arezzo, comportano la fusione dell’Istituto Secondario di II Grado “Giuseppe Giovagnoli” di Sansepolcro con altra Istituzione Scolastica Autonoma, sottodimensionato nel numero degli iscritti rispetto ai minimi criteri ministeriali previsti. La Provincia di Arezzo, così come già rappresentato nella nota inviata all’Assessore Regionale Alessandra Nardini dal Presidente Alessandro Polcri in data 28/11/2023 (prot. n.31452), aveva richiesto alla Regione la possibilità di concedere a ciascuna Provincia una certa flessibilità decisionale nel dare attuazione agli accorpamenti delle istituzioni scolastiche sottodimensionate stabiliti dalla legge di bilancio, consentendo alle Province stesse, laddove necessario e nell’interesse esclusivo dei territori, nonché secondo un percorso concertato e condiviso, di procedere anche in deroga rispetto ai criteri generali che sarebbero stati deliberati da parte dell’ Ente Regione per l’intero territorio toscano. Tale richiesta è stata inascoltata e ad essa non ha fatto seguito risposta di sorta. Ciò premesso, la Provincia resta in attesa di ricevere proposte da parte della Conferenza Zonale per l’Istruzione della Valtiberina sulle possibili e motivate ipotesi di fusione entro il 12 Dicembre e di porsi, quindi, in ascolto del territorio; infatti entro il 16 Dicembre l’Ente Provincia dovrà poi procedere alla trasmissione della proposta definitiva alla Regione Toscana circa il nuovo Piano di Dimensionamento. Auspichiamo almeno che da parte della Regione vi sia solo un atto di ratifica finale della scelta operata e non una modifica d’imperio.
