AREZZO – Ci ha stupiti quanto dichiarato dall’Enpa di Arezzo sul caso della pecora predata da uno o più lupi nei giorni scorsi (seguita da altre due predazioni sempre da lupo il giorno dopo e alla stessa famiglia di allevatori). Fermo restando l’attività meritoria di questa associazione privata, la prima cosa che
stride è come faccia la signora Alessandra Capogreco – a proposito del pastore che ha portato una pecora predata sulla pubblica via per manifestare un problema reale e chiedere aiuto alle autorità – a
essere dubbiosa quando dichiara: “O almeno lui così ha giustificato il gesto provocatorio”.
Non ci crede? Forse il fatto non è avvenuto?
A parte la tiritera sulle difficoltà nel fare il contadino e il pastore, il cambiamento climatico, la
globalizzazione, i costi crescenti e così via, l’Enpa aggiunge che però come hanno denunciato i
contadini con le marce dei trattori in queste settimane i problemi sono complicati. Per risolverli
non bastano nemmeno le politiche nazionali.
E quindi? La predazione del bestiame e pertanto dei danni non solo economici a queste famiglie di onesti lavoratori vanno bene così? Che se ne facciano una ragione? Stupisce anche quando l’Enpa critica l’esposizione della pecora divorata, asserendo che non ha avuto un senso, che anzi allontana grande parte dell’opinione pubblica, che in altro modo invece potrebbe essere vicino agli allevatori. C’è però un piccolo particolare, l’art. 17 della Costituzione sancisce che I cittadini hanno diritto di riunirsi pacificamente e senz’armi. Per le riunioni, anche in luogo aperto al pubblico, non è richiesto preavviso e l’art. 21 chiarisce che Tutti hanno diritto di manifestare liberamente il proprio pensiero con la parola, lo scritto e ogni altro mezzo di diffusione. Non ci pare di avere letto interventi dell’Enpa contro gli attivisti animalisti che invece bloccano illegalmente le strade e la gente che va a lavorare. Non ci riferiamo all’Enpa, ma alcune associazioni “pro lupo” – che sia chiaro, ha diritto di vivere liberamente, ma gestito se troppo numeroso o dannoso – non gradiscono che si facciano vedere carcasse di pecore, asini o vitelli sbranati oppure dilaniati ma ancora vivi e sofferenti, non sia mai
che la gente inorridisca e si metta a pensare.
Così come altre sono velocissime a intervenire e recuperare alla chetichella qualsiasi lupo investito affinché qualcuno non si faccia due conti cominciando a pensare che siano troppi (in Italia dal 1971 sono aumentati di oltre il 3.300%, l’Italia è lo stato con più lupi di tutta Europa, più di Spagna e Romania, dati ISPRA e IUCN) Ci pare che la pur virtuosa Enpa non abbia memoria storica di alcune cose quando accenna al fatto che difendere il gregge dai lupi è una pratica antica, poiché in realtà questa difesa da migliaia di anni nel mondo comprendeva, fino a pochi decenni fa, l’abbattimento dei lupi non solo durante gli attacchi al bestiame ma pure preventivamente, nel periodo della riproduzione. Ma anche oggi l’art. 16 della Direttiva Habitat, adottata pure dall’Italia, prevede l’abbattimento legale degli esemplari di lupo che causino eccessivi danni alla zootecnia, purché si attuino strategie di protezione come reti e cani da pastore, purtroppo spesso non bastanti.
Tutte cose che l’allevatore in questione attua. L’Enpa scrive che di sicuro non si può chiedere alle istituzioni di autorizzare il singolo pastore afarsi giustizia da solo. Cioè autorizzare la caccia armata dei lupi. Siamo nel terzo millennio e questi modelli non possono essere considerati interventi civili. Ma sfugge loro che i pastori chiedono l’applicazione della Direttiva Habitat come accade ovunque, e non vogliono andare a caccia di lupi. Questa è un’affermazione non veritiera dell’Enpa.
A proposito, di “questi modelli che non possono essere considerati interventi civili”, allora stati come Francia, Svizzera o Germania, dove i lupi se necessario vengono abbattuti ai sensi di legge, sono incivili? Non capiamo di quali gesti lugubri parli l’Enpa. Questa è solo una sua opinione.
Ci pare che la meritoria Enpa si contraddica su diverse cose, creando incertezze. Una volta si
definisce associazione protezionistica, un’altra invece associazione animalista, cose ben diverse tra
loro. Addirittura nel suo sito si definisce “La più antica associazione animalista italiana.
Dalla fondazione ai giorni nostri”
Ma animalista da quando? Anzi, viene addirittura spacciato Giuseppe Garibaldi, fondatore dell’Enpa, (contro i maltrattamenti animali sì, ma certo non animalista), come anticaccia e vegetariano, cosa niente affatto vera, basta leggere Memorie, autobiografia scritta appunto da lui. Appassionato cacciatore, sappiamo persino i nomi dei suoi cani e che era un patito di carne alla brace, specie se di selvaggina. Si limitò un po’ solo da vecchio perché malato di gotta e con disturbi di digestione, altro che vegetariano. Pertanto consigliamo all’Enpa, prima di avventurarsi in dissertazioni sulla storia della pastorizia, di documentarsi prima
sulla propria di storia.
