In occasione dell’XI edizione della Giornata nazionale “Legalità, ci piace”, Confcommercio Toscana pubblica i risultati dell’indagine commissionata a Format ResearchSICUREZZA: GLI IMPRENDITORI TOSCANI DEL TERZIARIO SI SENTONO ABBASTANZA SICURI, MA RESTA ALTA L’ALLERTA CRIMINALITÀ Bene, ma non benissimo.
Gli imprenditori toscani del terziario si dichiarano abbastanza sicuri nelle loro attività, ma continuano a tenere alta l’allerta contro la criminalità perché si sentono esposti al pericolo e temono che, prima o poi, il fenomeno potrebbe riguardare la loro attività.
È questo, in estrema sintesi, il risultato dell’indagine* commissionata da Confcommercio Toscana a Format Research per monitorare il sentiment delle imprese del terziario sulla questione sicurezza. I numeri del focus sono stati diffusi oggi, 29 maggio, in occasione della undicesima Giornata “Legalità, ci piace”. Ideata a livello nazionale da Confcommercio, si tratta di una iniziativa di analisi, denuncia e sensibilizzazione sulle conseguenze dei fenomeni criminali per l’economia reale e per le imprese. Secondo l’osservatorio di Format Research, oltre i due terzi delle aziende del terziario toscane reputa molto o abbastanza sicuro il territorio nel quale opera, il 26,1% lo valuta invece poco sicuro e il 5,6% per nulla. Le province dove gli imprenditori si sentono meno sicuri sono Prato (il 55,7% si dichiara poco sicuro o per nulla sicuro), Pisa (40,7%) e Firenze (38,1%).Al di là della sicurezza percepita, gli imprenditori toscani appaiono piuttosto in ansia per i fenomeni criminosi: il 56,2% si definisce “abbastanza preoccupato”, anche se per motivi non direttamente collegati alla propria attività, il 13,9% si dichiara invece molto preoccupato proprio in qualità di imprenditore.Il problema dell’esposizione delle imprese alla microcriminalità viene vissuto come particolarmente grave (molto o abbastanza) nelle province di Livorno, Firenze e Arezzo.Tra le cause che alimentano il problema della criminalità, secondo gli operatori toscani del terziario ci sono in particolare la mancanza di certezza della pena (59,3%), la situazione economica difficile (52,5%) e la scarsa presenza delle Forze dell’Ordine (42,5%).Su questo ultimo tema, che ovviamente è a livello di percezione degli imprenditori, più di uno su due (52,7%) si dichiara insoddisfatto, ritenendo inadeguato o insufficiente il presidio delle Forze dell’Ordine sul territorio. I più scontenti al proposito sono gli imprenditori delle province di Prato (63%), Pisa (61,9%) e Firenze (59,4%).Eppure, proprio una maggiore presenza su strada di uomini e donne in divisa servirebbe ad aumentare il senso di sicurezza, secondo l’81% degli imprenditori intervistati. Tra le altre azioni ritenute utili figurano poi l’installazione di videocamere di sorveglianza e una migliore illuminazione. O anche il servizio di vigilanza privata da attivare magari con la rete delle imprese vicine.Ad emergere dall’indagine è anche un certo grado di scoramento: il 23,3% degli intervistati ritiene che gli imprenditori minacciati dalla criminalità siano lasciati soli, il 40% circa avverte invece il supporto delle Forze dell’Ordine.Sul fronte delle denunce, sette imprenditori su dieci (69,2%) sono convinti che fenomeni di criminalità quali atteggiamenti molesti, atti di vandalismo e simili debbano essere denunciati, qualcuno pensa che sia sufficiente segnalarli. Ma c’è anche un 3,6% che crede non si possa far nulla, perché sarebbe inutile.“I fenomeni illegali che ci rendono meno sicuri e che minacciano la sussistenza stessa delle imprese sono molteplici – spiega il direttore di Confcommercio Toscana Franco Marinoni – si va da taccheggio, furti e rapine, che mettono a rischio la vita stessa degli imprenditori e dei loro collaboratori, a contraffazione, abusivismo e pirateria, che oltre a drenare soldi alle casse erariali creano concorrenza sleale. Ma ci sono anche corruzione, estorsioni, usura, infiltrazioni della criminalità organizzata. E purtroppo i fatti di cronaca dimostrano che nessuna terra, neppure la Toscana, ne è esente. Per questo Confcommercio ha voluto dedicare una Giornata alla legalità: perché tutti ponessero attenzione su questo tema così importante nella costruzione e nella tutela della libertà, anche economica. Perché se manca la sicurezza mancano anche la fiducia nel futuro e diminuiscono gli investimenti.Ovviamente resta il nostro apprezzamento sincero per gli sforzi e l’azione delle forze dell’ordine e degli operatori della sicurezza, che non fanno mai mancare il loro impegno”. L’illegalità ha un costo altissimo in Italia: secondo i dati dell’ufficio studi di Confcommercio, nel 2023 è costata alle imprese del commercio e dei pubblici esercizi 38,6 miliardi di euro e ha messo a rischio 268mila posti di lavoro regolari. In dettaglio, l’abusivismo commerciale costa 10,4 miliardi di euro, l’abusivismo nella ristorazione pesa per 7,5 miliardi, la contraffazione per 4,8 miliardi, il taccheggio per 5,2 miliardi. Gli altri costi della criminalità (ferimenti, assicurazioni, spese difensive) ammontano a 6,9 miliardi e i costi per la cyber criminalità a 3,8 miliardi. “Un impatto devastante e intollerabile, che chiede con urgenza l’impegno di tutti”, dichiara il presidente di Confcommercio Toscana Aldo Cursano, “siamo pronti a fare la nostra parte denunciando i fatti, segnalando situazioni critiche, progettando insieme alle Amministrazioni e alle forze dell’ordine azioni utili a combattere l’illegalità in ogni sua forma”.FOCUS SULLA PROVINCIA DI AREZZOArezzo figura al terzo posto nella classifica delle province toscane dove gli imprenditori si sentono più esposti al pericolo di fenomeni criminosi come furti, rapine o atti vandalici: il 76% degli intervistati aretini dichiara infatti di sentirsi molto o abbastanza esposto. Più preoccupati degli aretini, ma solo per un mezzo punto percentuale, sono gli imprenditori livornesi e fiorentini.Va molto meglio, invece, nella percezione di sicurezza del territorio: in provincia di Arezzo solo il 16,3% degli operatori di commercio, turismo e servizi si sente poco o per nulla sicuro, a fronte di una media regionale del 30,1%. Meglio di Arezzo solo Siena, dove l’insicurezza è percepita dal 14% degli imprenditori. La medaglia nera è per la provincia di Prato, dove oltre il 55% degli intervistati si dichiara poco o per nulla sicuro.Gli imprenditori aretini sono invece in linea con la media regionale dei colleghi quando si tratta di valutare la presenza delle forze dell’ordine sul territorio: per il 52,6% (la media toscana è pari al 51,5%) è abbastanza o totalmente inadeguata. Un giudizio peggiore lo danno solo pratesi, pisani, fiorentini e grossetani.
