Comune di Arezzo – Consiglio Comunale interrogazioni

La prima interrogazione è stata presentata dal consigliere comunale Luciano Ralli e ha avuto per oggetto “l’ondata di crimini di cui sono state bersaglio negli ultimi mesi ben 25 aziende orafe. Un fenomeno che preoccupa gli imprenditori, sia ovviamente in quanto vittime, nella loro individualità, sia come categoria. Allargando lo sguardo alla città, i dati sono preoccupanti per l’aumento di reati violenti che spingono Arezzo in posizioni di rincalzo nelle classifiche nazionali. Non c’è più l’alibi dei ‘governi di sinistra’ da additare al pubblico ludibrio: con la destra al governo a livello locale e nazionale la situazione non migliora”.

“Il Comune – ha ricordato il sindaco Alessandro Ghinelli – è sempre presente alle riunioni indette dalla prefettura dimostrando attenzione e preoccupazione per il fenomeno. Dopo di che, per i reati gravi come questi furti e rapine non abbiamo strumenti diretti per intervenire ma mettiamo a beneficio delle forze dell’ordine quelli di cui disponiamo. Mi riferisco, a 486 telecamere di cui 26 per la lettura delle targhe che consentono di monitorare gli ingressi e le uscite dalla città delle auto eventualmente utilizzate dai malfattori per compiere gli atti criminali. Il problema va combattuto con tutti i mezzi, aiutando magari le aziende a dotarsi di propri sistemi di sicurezza e videosorveglianza, scontando tuttavia una sua quota di endemicità, legata al fatto che Arezzo e i suoi concentrati di ricchezza sono ‘attrattivi’ per la delinquenza. Sugli altri tipi di violenza citati dall’interrogante, la società moderna, purtroppo, se li trascina dietro a causa di un degrado di tipo culturale e solo un riscatto dello stesso tipo potrà invertire la tendenza”. Michele Menchetti ha chiesto chiarimenti sui numeri del parcheggio alla ex Cadorna: “grazie a un accesso agli atti ho potuto constatare che i posti auto sono 250 e il ricavo annuale medio di ciascuno è pari a 3.000 euro. Attualmente, non sono utilizzabili alcuni stalli adiacenti al palazzo ex Enel in fase di demolizione: con quale atto la ditta esecutrice è stata autorizzata a toglierli? Quanto influenzerà questo sulle entrate, quando saranno terminate le opere e quando torneranno gli stalli in pieno possesso di Atam”? Valentina Sileno ha stretto il focus sui problemi dei residenti della zona via Montefalco “che hanno visto scomparire alcuni parcheggi di superficie gratuiti e subiscono la pressione dei visitatori della città del Natale che annulla praticamente i posti a disposizione nel fine settimana e genera difficoltà di accesso alle stesse proprietà private e ai messi che svuotano i bidoni”. L’assessore Alessandro Casi: “ricordo che gli abitanti di via Monte Cervino, Montefalco, Monte Falterona e Monte Bianco beneficiano di abbonamenti agevolati mensili, pensati proprio per superare certe loro difficoltà, sia per uno stallo blu, 10 euro, sia per un posto dentro al Baldaccio, 30 euro. Per quanto riguarda i veicoli lasciati davanti ai passi carrabili, l’unica strada è invitare la polizia municipale a passare più spesso per emettere le relative sanzioni mentre i disservizi legati alla raccolta dei rifiuti, di cui l’ufficio ambiente è a conoscenza, sono stati causati anche da un recente sciopero che ha coinvolto Sei Toscana. Tuttavia, gli svuotamenti sono sostanzialmente regolari e seguono la programmazione stabilita”. Giovanni Donati ha chiesto “a che punto sono le manutenzioni delle case popolari. Perché a dispetto dei 2 milioni di euro sbandierati per via Tortaia, che in realtà non sono soldi del Comune ma del Pnrr, le case di via degli Accolti restano in condizioni prive di dignità. Nel 2025 che intenzioni ci sono”? “Occorre precisare – ha sottolineato l’assessore Monica Manneschi – che in zona Tortaia i cantieri sono due, separati: c’è quello per la riqualificazione sismica dell’edificio di via Montale da 3 milioni di euro derivanti dal Pnrr, c’è quello di via Tortaia da 2 milioni di euro per la palazzina posta di fronte al centro di aggregazione sociale in cui sono coinvolte risorse comunali. Effettivamente in via degli Accolti ci sono criticità importanti, difficili da affrontare anche in virtù del fatto che parliamo non di una proprietà esclusiva del Comune ma di un condominio dove le spese vanno ripartire per millesimi. Per riuscire a riqualificare l’immobile Arezzo Casa, Comune e proprietari stanno cercando la strada migliore e confidiamo di raggiungere un accordo con l’inizio dell’anno prossimo. Lo stesso nuovo contratto di servizio di Arezzo Casa assume un contenuto ‘rivoluzionario’ nella parte in cui permetterà di girare proprio alla manutenzione straordinaria del patrimonio immobiliare il canone concessorio di cui beneficia e questo significa che i Comuni, Arezzo compreso, potranno disporre di risorse fresche ogni anno finché il contratto non andrà a scadenza”. Sempre Giovanni Donati ha chiesto chiarimenti sulla bocciatura da parte della giunta della cartellonistica in ‘stile Bagnoro’ che già i mezzi di soccorso utilizzano in quella frazione e di cui “auspichiamo la diffusione. Mai abbiamo messo in discussione la validità della geolocalizzazione o detto di sostituirla. Ma perché la giunta si è irrigidita nei confronti di questo strumento salva-vite? Le case nelle frazioni sono nate in periodi diversi e dopo un cartello che ne fissa l’inizio, gli indirizzi effettivi al loro interno sono diversi, magari per case contermini o poste una di fronte all’altra”. L’assessore Monica Manneschi: “la giunta ha voluto ricordare che la scelta di privilegiare la geolocalizzazione è dettata dal fatto che quest’ultima è in grado di far muovere un intervento di soccorso con un margine di errore praticamente inesistente, pari a un metro. Inoltre, come noto, tale tecnologia offre percorsi facilitati e dà indicazioni attendibili sul traffico e la sua costante evoluzione. Le forze dell’ordine e il 118 mai ci hanno segnalato disservizi a causa di essa o di essere andati incontro a momenti di difficoltà”.Considerazione condivise dal vicesindaco Lucia Tanti che ha ricordato come “siano stati gli stessi operatori sanitari a dirci che la cartellonistica diffusa, come strumento da replicare esportandolo dal Bagnoro, non sia la soluzione idonea a chi svolge i servizi d’intervento”. Francesco Romizi ha chiesto chiarimenti sulle attività commerciali private poste nelle casine di legno al Prato: “pagano il canone unico per la concessione del suolo pubblico, trattandosi di attività comunque di terzi e non direttamente esercitate dalla Fondazione InTour? Pagano inoltre l’energia elettrica che consumano nelle settimane di permanenza? Se ci fossero entrambe queste gratuità, manifesterei perplessità per un trattamento sostanzialmente di favore”.L’assessore Simone Chierici: “le casine non pagano il suolo pubblico perché la Fondazione InTour beneficia di un’esenzione in tal senso e dunque non può rovesciare un onere che non ha su soggetti terzi. Questi ultimi pagano una fattura anticipata alla fondazione, che salda un pacchetto di servizi in cui è compreso il nolo della casina, che resta di proprietà della InTour, eventuali manutenzioni, energia elettrica, promozione”. Alessandro Caneschi ha chiesto chiarimenti sull’impianto fotovoltaico a terra che dovrebbe sorgere sui terreni della Fraternità dei Laici. “Si tratta di un’opera che andrà a trasformare in maniera quasi permanente una porzione pregiata di territorio e che dunque desta preoccupazione”. L’assessore Marco Sacchetti: “il procedimento fa capo alla Regione Toscana e non sarà il Comune a esprimersi rilasciando un titolo autorizzatorio. Semmai il Comune, nell’ambito di un iter altrui, è coinvolto con la richiesta di un parere urbanistico e ambientale. Parliamo di un impianto agri-voltaico che a mio giudizio è il corretto connubio tra l’esigenza di disporre di energie rinnovabili senza tuttavia sottrarre suolo all’agricoltura. Se si desidera la transizione energetica, questa è una delle soluzioni. Peraltro, nell’esprimere il suddetto parere abbiamo fatto presente la necessità di rispettare il progetto agronomico che ci è stato presentato e che abbiamo trovato davvero interessante, proprio perché sposa tecnologica sostenibile e sviluppo della coltura cerealicola e dell’allevamento delle api”.
