Assessore Calagreti: “nel 2025 vedrà la luce un nuovo Centro Famiglie che riunirà i servizi a disposizione dei nuclei di Città di Castello e dell’intera Zona Sociale 1 per dare risposte mirate e opportunità”. Nel bilancio 2024 dei Servizi Sociali il decollo dei progetti del PNRR, la lotta alla dipendenza dal gioco d’azzardo e gli interventi a sostegno dei giovani, delle persone con disabilità e della terza età

Pensare alle famiglie, alla loro dignità e alla loro integrità. Sostenerle perché possano conservare i legami che sono il fondamento della costruzione sociale di una comunità. Guardare con tutta l’ampiezza possibile ai loro bisogni e immaginare di concentrare in un unico luogo, riconoscibile e funzionale, le risposte di cui hanno bisogno per offrire un punto di riferimento saldo e sicuro. E’ la sfida a cui guardano i Servizi Sociali del Comune di Città di Castello in un contesto di azioni che, anche nel 2024, hanno spaziato in tantissimi aspetti della condizione dei cittadini, sempre con lo sguardo a soluzioni a beneficio della comunità tifernate e di tutte le altre realtà della Zona Sociale 1 dell’Altotevere.  Il segnale chiaro di questa impronta, della volontà di confrontarsi con una sfera di intervento complessa e delicata, verrà nel 2025 dal completamento dell’attivazione del nuovo “Centro Famiglie”, che, grazie al gruppo di lavoro costituito da una psicologa, un’assistente sociale ed un’educatrice professionale del Comune di Città di Castello, nei mesi finali dell’anno scorso ha iniziato a prendere forma nella sede individuata presso il Seminario Vescovile, in via Pomerio S. Girolamo a Città di Castello, con la sistemazione dei locali e l’allestimento dei primi uffici. Anche grazie ai finanziamenti della nuova Agenda Urbana e ai fondi ministeriali specifici, aprirà una vera e propria “casa” per le famiglie, dove trovare tante porte aperte per le richieste di genitori e figli, di tutte le età e con diverse necessità di aiuto, ricomprendendo con ampiezza condizioni anche molto diverse come la disabilità, la vecchiaia e la non autosufficienza. I primi servizi trasferiti sono indicativi del lavoro che si prepara a fare la struttura: nei nuovi spazi hanno già trovato naturale collocazione le attività del Servizio Adozione e Affido Familiare delle Zone Sociali 1 e 7 e quelle relative al progetto P.I.P.P.I. (Programma di Intervento Per la Prevenzione dell’Istituzionalizzazione) del PNRR, entrambe finalizzate come interventi per il supporto, l’accompagnamento e la prevenzione in favore delle famiglie e dei bambini. “Riteniamo fondamentale fornire alle famiglie un supporto più concreto possibile, così da gestire al meglio le problematiche che incidono oramai sulla quotidianità di molti cittadini”, spiega l’assessore ai Servizi Sociali Benedetta Calagreti, ricordando, tra le varie azioni attivate nella Zona Sociale 1, l’avviso pubblico per erogare contributi alle famiglie numerose con almeno quattro figli (19.845,82 euro di cui hanno beneficiato 36 nuclei) e l’avviso pubblico per la concessione di contributi una tantum alle famiglie in difficoltà con figli in fascia 0-3 anni e/o donne in stato di gravidanza (37.700,00, li euro per 212 beneficiari). “Col supporto di un nuovo centro per le famiglie, un vero e proprio nuovo luogo fisico dove sviluppare le politiche già in atto e crearne di nuove per dare risposte e opportunità – spiega l’assessore – lo sguardo sarà prioritariamente rivolto alle fasce più fragili, quindi i bambini e gli anziani, attraverso azioni innovative circa l’invecchiamento attivo, ma anche al sostegno alla genitorialità”. L’attività del Centro per le famiglie renderà percepibile il filo rosso che in fondo unisce la grandissima parte delle politiche e dei servizi in ambito sociale, al di là dei confini settoriali. Il 2024 dei Servizi Sociali si è caratterizzato per la messa in campo e il definitivo rafforzamento di nuovi strumenti strutturali legati ai servizi alla persona, alla comunità e alle risposte per le famiglie residenti nei comuni della Zona Sociale n. 1, di cui Città di Castello è capofila e che raccoglie Citerna, Lisciano Niccone, Monte Santa Maria Tiberina, Montone, Pietralunga, San Giustino e Umbertide. Nel quadro del rinnovo della convenzione per la gestione associata delle funzioni e dei servizi socioassistenziali integrati del comprensorio, con decorrenza dal 1 gennaio 2024 al 31 dicembre 2029, grazie all’impegno della municipalità di maggiori dimensioni il territorio si è avvicinato all’obiettivo di servizio previsto dalla normativa nazionale vigente di 1 assistente sociale ogni 5.000 abitanti: nel 2024 sono infatti arrivate a essere 13 le assistenti sociali in ruolo presso i comuni di Città di Castello, Umbertide e San Giustino, che hanno rafforzato la presa in carico delle oltre 2.000 persone che fruiscono dei servizi sociali nel territorio.

Portare a regime i progetti del PNRR è stata la grande sfida dell’anno, con tutte le iniziative programmate che sono entrate nel clou: le attività sostenute con gli investimenti per l’autonomia delle persone con disabilità (715.500 euro) hanno visto 8 persone in totale partecipare ai percorsi di autonomia abitativa nello stabile ristrutturato e riqualificato in via Cesare Battisti e presso la Casa Verde, mentre 8 hanno preso parte alla formazione sulle competenze digitali e sul lavoro da remoto (con PC, webcam, utilizzo di stampante, LIM e rete fibra); le azioni a sostegno alle capacità genitoriali e per la prevenzione della vulnerabilità di bambini e famiglie (211.500 euro) hanno visto coinvolto 11 famiglie da gennaio 2024, dopo le 9 del 2023, mentre è in procinto di partire la terza implementazione del Programma P.I.P.PI. che riguarderà altri 10 nuclei; il rafforzamento dei servizi sociali per garantire dimissioni anticipate assistite e prevenire l’ospedalizzazione (330.000 euro come Comune capofila Zona Sociale 1) ha registrato 81 beneficiari (su un totale di 125 previsti), di cui 76 persone anziane non autosufficienti o in condizioni di fragilità nel rientro e permanenza al proprio domicilio, 3 persone senza dimora e 2 in condizione di precarietà abitativa; i percorsi di rafforzamento dei Servizi Sociali e la prevenzione del fenomeno del burn out tra gli operatori sociali (209.996,28 euro) hanno visto 20 operatori dei Comuni della Zona Sociale 1 partecipare alle attività di formazione pianificate. “Interventi strategici e strutturati – osserva Calagreti – che ci hanno permesso di rafforzare molto le politiche rivolte alle persone con disabilità, ma anche di sostenere con maggiore ampiezza le famiglie nella gestione dei minori e degli anziani, andando, in quest’ultimo caso a sopperire a una necessità molto diffusa nel territorio legata all’assistenza domiciliare, in presenza di situazioni di salute spesso complesse da affrontare all’interno delle mura domestiche”. “Tra i progetti più significativi attuati nel 2024 – evidenzia l’assessore – balza all’occhio la lotta alla dipendenza dal gioco d’azzardo, che ha visto i Comuni della Zona Sociale 1 fare squadra con Regione, Usl Umbria 1 e privato sociale per contrastare il dilagare un fenomeno che registra un impatto superiore alla media regionale nel nostro comprensorio, con una stima di circa 1.600 persone con problemi economici, familiari e psicologici collegati a questa specifica patologia”. Nell’ambito del Piano Attuativo Gap, finanziato per un triennio con 97.228 euro, nei dodici mesi appena trascorsi il tavolo interistituzionale ha effettuato sei incontri, gestendo anche l’erogazione di un contributo economico per un beneficiario con pratica di sovraindebitamento, e ha avviato attività terapeutico-riabilitative sperimentali, di comunicazione e formazione. Nei confronti della popolazione over 65 con Unitre e Arcat Umbria Club Famiglie sono state promosse 6 iniziative a scopo divulgativo che hanno coinvolto circa 120 partecipanti, mentre le Unità di Strada hanno seguito 9 progetti di accompagnamento territoriali. Con l’Asp G.O. Bufalini sono state promosse attività rivolte alle famiglie degli studenti, per diffondere in maniera specifica le attività di prevenzioni inerenti il tema del gioco d’azzardo, ma anche a cittadini, operatori e amministratori delle comunità interessate dal progetto, lavoratori della cultura e del sociale, operatori sanitari, insegnanti, esercenti commerciali, associazioni e Polizia Locale.  Due gli eventi pubblici promossi, “La Vita in gioco. Processo pubblico sul gioco d’azzardo Patologico” presso il palazzo comunale tifernate, al quale hanno partecipato circa 50 persone, e lo spettacolo dal titolo “La Bestia”, al Teatro degli Illuminati, che ha visto la partecipazione di circa 50 persone per l’allestimento dello spettacolo e di circa 350 spettatori a teatro. “Tra le tante iniziative che abbiamo indirizzato ai minori, agli anziani, alle persone con disabilità, l’integrazione dei cittadini stranieri con un lavoro di straordinaria ampiezza per il quale ringrazio il personale degli uffici – segnala Calagreti – con alcuni progetti abbiamo voluto segnalare la particolare attenzione per tematiche che reputiamo importanti per favorire coesione sociale e integrazione. Da una parte – spiega l’assessore – quella tra anziani e persone con disabilità, attraverso l’esperienza inedita dei due appezzamenti di terreno affidati ai ragazzi seguiti dalla Cooperativa sociale La Rondine a Maccarello presso gli orti solidali Gualtiero Angelini, dove le esperienze di coltivazione della terra favoriscono oggi l’incontro e lo scambio intergenerazionale con i 90 pensionati assegnatari dei terreni; dall’altra, l’attivazione di ‘Informagiovanicastello.it’, il canale web aperto dal Comune grazie alla collaborazione tra assessorati ai Servizi Sociali e ai Servizi Educativi, che parla ai giovani per orientarli con informazioni e notizie sulle opportunità che offrono il mondo della scuola, della formazione e del lavoro, sui servizi, gli eventi culturali e sportivi, le iniziative di volontariato e le attività del territorio”. Sul versante delle politiche sociali rivolti alla terza età, l’assessore anticipa, infine, che a sostegno di un invecchiamento attivo all’interno della comunità, nel 2025 partirà un progetto per la promozione di gruppi di cammino, le cui caratteristiche saranno presentate prossimamente.
