1.Il Consiglio Comunale, una continuazione di quello del 27/12, si è aperto con l’approvazione, all’unanimità dei verbali della seduta precedente. Il sindaco ci ha poi messo al corrente di finanziamenti ottenuti per l’ampliamento della RSA, cosa che anche il nostro gruppo ha apprezzato. Siamo poi entrati nel merito del bilancio 2025, dopo una breve presentazione del sindaco, è intervenuto il capogruppo della nostra lista sig. Olivieri che ha riconosciuto che il bilancio si è mosso sul binario della prudenza e dell’accortezza.
Sono poi intervenuto io esprimendo il mio apprezzamento, poiché per la prima volta il bilancio viene presentato da chi ha la delega, ma ci saremmo comunque astenuti per non essere stati coinvolti nella stesura dello stesso e soprattutto perché siamo di fronte ad un bilancio che è una “lista della spesa” senza una “visione ” di sviluppo del nostro territorio.Il sindaco inoltre ci ha messo al corrente di un avanzo di circa 30 mila euro dal capitolo degli interventi per la neve.Lo scorso anno infatti non è mai nevicato. Il sindaco ha accettato la nostra richiesta di usare una parte di quei soldi per fare un intervento su un muro di Montebotolino minacciato da una frana.Siamo poi passati alle nostre interrogazioni, la prima sulle “Case popolari”. In parte la discussione c’era già stata nel precedente Consiglio Comunale, gli abbiamo fatto presente che anche entrando, come stiamo facendo, in Arezzo Casa, i tempi per qualche intervento strutturale saranno lunghi, mentre invece data la pericolosità del tetto e dell’intonaco esterno, abbiamo bisogno di interventi immediati. Avevamo chiesto che in sede di bilancio 50 mila euro fossero destinati per questo intervento. Il sindaco ha detto no a questa nostra richiesta riaffermando che farà i lavori con i soldi che arriveranno dalle pale eoliche. Siamo riusciti comunque ad avere il suo impegno che nel caso in cui non arrivassero i soldi dell’eolico si interverrà con altri mezzi finanziari. L’altra interrogazione riguardava i cimiteri di Badia, di Caprile/ Fresciano e Rofelle. Si tratta in gran parte di piccole opere, il sindaco si è impegnato a farle, cosa diversa invece per il cimitero di S. Sofia.Per l’allaccio dell’acqua il preventivo è di circa 6 mila euro. Ci siamo impegnati tutti a trovare altre soluzioni meno onerose.Un’altra interrogazione era sulla pala eolica di Poggio dei Prati, circa la proprietà e la sua messa in funzione.Il sindaco rispondendo alla nostre richieste ha riferito che c’è stato un cambio di proprietà e che la non funzionalità sembra sia dovuta ad un problema tecnico che dovrebbe essere in via di risoluzione.Gli abbiamo fatto presente che, essendo in entrambi i programmi elettorali la volontà di creare una Comunità Energetica, si verifichi se l’attuale proprietà sia disponibile ad un eventuale uso di questa pala eolica per scopi sociali. L’ultima interrogazione presentata ed esposta dal consigliere Spela riguardava “Via delle Rose”Il sindaco ha confermato tutti i nostri dubbi sulla fattibilità di questa strada.Ci diceva che ha dato un incarico ad unprofessionista per fare i frazionamenti ed acquisirla al patrimonio pubblico. Gli ho fatto presente la scorrettezza, in campagna elettorale, nell’avere, con tanto di fascia tricolore, inaugurato questa strada mettendo un cartello con su scritto “via delle rose”.A tuttoggi questa strada ufficialmente non esiste, e,in base ad una legge del 1956, che prevede che qualsiasi opera sia fatta ad una distanza di almeno 200 metri dai cimiteri questa strada è fuorilegge. Davvero un bel capolavoro. Abbiamo dato la nostra disponibilità, anche per l’importanza dell’opera a rinviare la discussione.Il sindaco da parte sua si è impegnato a portare, al prossimo Consiglio tutta la documentazione necessaria per sanare questa cosa e rendere possibile legalmente il transito dei veicoli su questa strada.C’erano infine due nostri ordini del giorno, uno che riprendeva un comunicato dall’Anci (Associazione nazionale comuni italiani) contro i tagli che questo governo, ma anche dai precedenti ogni anno vengono fatti agli Enti locali,( Badia Tedalda circa 15 mila euro in meno).La votazione si è risolta in un pareggio, l’abbiamo votata noi tre della minoranza più uno della maggioranza due astenuti, sempre della maggioranza, quattro contrari. Il vice sindaco del PD ha motivato il suo voto contrario dicendo che “questa non è cosa che si debba discutere in un Consiglio comunale”. Forse non si è accorto che si trattava proprio di soldi in meno ai Comuni.Il consigliere Orcese ha motivato il suo voto contrario dicendo che lui tra il Governo e il Comune sta’ dalla parte del Governo e che comunque il nostro odg era stato fatto prima che fosse approvata la Finanziaria. Gli ho fatto notare che un documento che dice al Governo di non togliere i soldi agli Enti locali si fa prima, dopo,quando è stato approvato diviene perfettamente inutile.L’altra interrogazione riguardava le gare di appalto per affidamento dei servizi .In entrambi i casi, si chiedeva al Comune di mettere nel capitolato che chi vinceva la gara o l’appalto, si impegnasse a dare ai propri dipendenti o soci (nel caso di cooperative) una paga oraria lorda non inferiore ai 9 euro. Questo per salvaguardare sopratutto i giovani.Questa mozione è stata respinta, tutta la maggioranza ha votato contro. Il sindaco, all’inizio della discussione ha detto che avrebbero votato contro a prescindere perché l’approvazione di odg, mozioni o interrogazioni gli avrebbero comportato un surplus di lavoro. Gli ho fatto notare che come sindaco dovrebbe prendersi delle responsabilità di votare secondo coscienza. Tra l’altro ho rimarcato che lo fa a tempo pieno ed è pagato oltre duemila euro al mese quindi qualche ora di lavoro si può fare.

When I originally left a comment I appear to have clicked on the -Notify me when new comments are added- checkbox and from now on whenever a comment is added I recieve four emails with the same comment. Is there a way you are able to remove me from that service? Cheers!
