Nel 60% dei casi si è agito senza prevedere, in fase iniziale, una valutazione d’impatto ambientale delle opere perché non necessaria o valutata come tale, in coerenza con le norme. Al momento sono concluse 6 delle 59 opere per cui la fine lavori è prevista entro il 4 febbraio 2026, pari al circa il 10%”. mA meno di un anno dall’inizio delle Olimpiadi e Paralimpiadi invernali del 2026, le 20 associazioni promotrici (tra cui c’è anche il Cai) della campagna internazionale di monitoraggio Open Olympics 2026 per la trasparenza dei Giochi invernali presentano il secondo report di monitoraggio civico “A un anno dall’avvio dei Giochi invernali, che cosa rivelano i dati del portale Open Milano Cortina 2026?”. Report che appunto analizza i dati disponibili sul portale “Open Milano Cortina 2026”, messo a disposizione da Simico S.p.A., con riferimento al 15 gennaio 2025 (aggiornamento dati: 31 dicembre 2024). Sono 9 i soggetti attuatori (con Simico S.p.A. capolista, per quasi il 60% delle opere del Piano e il 74,5% delle risorse complessive impiegate), 9 le stazioni appaltanti e 340 le ditte tra aggiudicatarie e subappaltatrici direttamente ingaggiate per la realizzazione di queste opere. Le ditte che ricorrono in più di un subappalto sono l’8% del totale. I maggiori investimenti (in termini di spesa) – scrivono le associazioni nel Report – interessano Lombardia e Veneto, con oltre 1,3 miliardi di euro in ciascuna regione, seppur è il Trentino a ospitare il maggior numero di opere, circa un terzo del totale (30).
Quando abbiamo cominciato a monitorare le opere per i XXV Giochi invernali non avevamo accesso a dati aggiornati e completi. Oggi, anche in risposta al nostro appello fatto nella primavera del 2024, queste informazioni sono online, accessibili a tutte e tutti, in forme semplificate. Chiunque può accedere al portale “Open Milano Cortina 2026”, scaricare e commentare tali dati. È un importante risultato per la società civile, alla luce dello sforzo sostenuto da Simico S.p.A. che cura la piattaforma.”, commentano le associazioni. Attraverso l’analisi dei dati, la rete Open Olympics 2026 rinnova quattro “domande civiche”: il conteggio effettivo dei progetti (dal portale di Simico mancano 6 delle 100 opere previste dal Piano, oltre a quelle escluse dal DPCM ma comunque legate ai Giochi); la trasparenza sulle fonti di finanziamento e sulle spese effettivamente sostenute (dettagli ancora assenti nel portale); i dati sull’impronta CO2 per valutare efficacemente l’impatto ambientale delle opere (su cui c’è disponibilità di Simico S.p.A.); chiarimenti su come si eviterà di scaricare i costi su ambiente, lavoro e controlli, considerati i tempi ristretti. Con il Report la rete Open Olympics 2026 accende i riflettori sull’imminente fase di organizzazione e realizzazione dei XXV Giochi. In questo contesto, la Fondazione Milano Cortina 2026, ente responsabile, dovrà reperire oltre 1,6 miliardi di euro. Allo stato attuale, preoccupa però il deficit patrimoniale di circa 108 milioni di euro (bilancio 2023), con il rischio che eventuali perdite ricadano su Stato ed enti territoriali, come del resto previsto dagli attuali accordi. Crediamo che la sola ipotesi di un onere a carico del pubblico basti di per sé a spronare la Fondazione a garantire un “di più di trasparenza”, riportando un dettaglio di come sia utilizzata ogni singola risorsa, secondo quali criteri si sta decidendo di spendere all’interno di Fondazione, come sta avanzando il reperimento risorse. Pertanto, sollecitiamo anche Fondazione a prevedere una restituzione ampia di dati aperti e, se possibile, un portale pubblico che favorisca chiarezza e controllo civico, sul modello di Simico S.p.A. “Il nostro obiettivo – concludono le associazioni della Rete – resta uno soltanto: fare delle XXV Olimpiadi e Paralimpiadi italiane del 2026 un esempio di trasparenza e un’autentica festa dello sport, per tutte e tutti”.
