AREZZO – Morosità colpevole azzerata. Con il nuovo contratto di servizio, canone destinato agli interventi di manutenzione straordinaria Case popolari, manutenzione, investimenti e gestione delle morosità. Presentati questa mattina in conferenza stampa gli interventi previsti per l’anno in corso sul patrimonio di edilizia popolare del Comune di Arezzo per un totale di 6mln e 550mila euro, dei quali 3mln e 50mila euro fondi PNRR destinati all’intervento su via Montale.
Una cifra giudicata comunque insufficiente per poter sostenere un piano complessivo di recupero dall’assessore Monica Manneschi e dal presidente di Arezzo Casa Lorenzo Roggi, che hanno lanciato un grido d’allarme circa il sistema delle case popolari a livello nazionale, destinato al collasso e che necessita di una riforma complessiva. Questo nonostante l’impegno dell’Amministrazione nella compartecipazione alle spese per la manutenzione dell’edilizia popolare e al reinvestimento di quanto incassato a titolo di canoni di locazione. “La gestione oculata e tempestiva delle vicende patologiche relative al pagamento dei canoni di locazione, e quindi da un lato l’avvio immediato dei procedimenti di decadenza in presenza della morosità colpevole e dall’altro l’avvio tempestivo dell’istruttoria per la verifica delle morosità incolpevoli – ha spiegato l’assessore Monica Manneschi – ha consentito di salvaguardare adeguati percentuali di incasso dei canoni. In particolare, l’attenzione e l’immediatezza nella gestione dei procedimenti di decadenza ha consentito un notevole ridimensionamento della morosità colpevole nel 2023 rispetto al 2022. A fronte di una morosità colpevole definitiva di 138mila euro per il 2022 che ha comportato il recupero coattivo di 10 alloggi – ha continuato l’assessore Manneschi -, nel 2023 le morosità colpevoli si sono totalmente azzerate e questo grazie al forte lavoro da parte dell’ufficio che ha monitorato i nuclei morosi spingendo gli stessi ad estinguere spontaneamente la morosità prima che raggiungesse, par ciascun nucleo, livelli non più controllabili”. Dal 2020 al 2024 il Comune di Arezzo ha erogato circa 3mln e 300mila euro. Sulla base di un nuovo contratto di servizio l’intero canone di concessione verrà utilizzato per finanziare gli interventi di manutenzione straordinaria anno per anno. “Si tratta di un importo di circa 130 mila euro l’anno e rientra in quelle misure volute dai Comuni per partecipare in maniera più efficace alla manutenzione dei tanti immobili di proprietà – ha spiegato l’assessore Alberto Merelli. – L’evento straordinario che nel 2023 ha permesso di finanziare 2 milioni di euro di manutenzione è un evento che non può ripetersi annualmente, per questo la grande scommessa del futuro è quella di riuscire a trovare forme di finanziamento utili per conservare il patrimonio immobiliare del Comune a livelli accettabili per la loro utilizzazione abitativa”. Per quanto riguarda il Comune di Arezzo nel 2025 sono previsti i seguenti interventi di manutenzione, uno tra i più importanti, con risorse PNRR sull’immobile di via Montale per 3.050mila euro complessivi, già completato per oltre il 70% e il cui termine dei lavori è previsto per fine luglio. La manutenzione straordinaria programmata interesserà i seguenti plessi: via Funghini con l’ultima parte dell’impermeabilizzazione delle coperture e rifacimento delle facciate per un totale di 280mila euro complessivi in compartecipazione con il Comune di Arezzo, con inizio lavori a settembre e previsione fine lavori a primavera 2026; via degli Accolti per le coperture e i prospetti con inizio lavori nel 2026 per un totale di 400mila euro; via Montale e via Tortaia dove si procederà alla manutenzione del fabbricato e alla riqualificazione ed efficientamento energetico con una previsione di spesa pari a 2mln e 200mila euro con conclusione dei lavori prevista per il luglio. Sempre in via Tortaia 180mila euro sono destinati alla manutenzione di una porzione della copertura piana; via Darwin dove sono di prossimi avvio i lavori per la manutenzione alle facciate e egli esterni per complessivi 130mila euro; via Ristoro dove sempre entro la primavera inizieranno gli interventi di consolidamento su 24 terrazze per un totale di 180mila euro: via San Bernardino da Siena, dove in autunno inizieranno i lavori di manutenzione su terrazze e prospetti per 130mila euro totali.
