L’assessore alla Polizia Locale Braccalenti risponde in consiglio comunale a Bassini (Gruppo Misto-Azione) e preannuncia l’intenzione di estendere il sistema ad altre aree sensibili, come piazza delle Tabacchine
“Il corpo di Polizia Locale si avvale del sistema di videosorveglianza comunale per tutelare la sicurezza urbana e contrastare i fenomeni di inciviltà e illegalità, come i vandalismi. Proprio recentemente, attraverso le immagini delle telecamere collocate nel centro storico, è stato possibile individuare il responsabile dell’imbrattamento di una colonnina del parcometro in via Gramsci e di un cartello stradale in viale Vittorio Veneto, con l’applicazione di una sanzione di 300 euro, aumentata rispetto al regolamento con delibera di giunta comunale proprio per disincentivare condotte come queste. L’amministrazione comunale ha intenzione di estendere ulteriormente la rete delle telecamere di videosorveglianza, che è attiva e funziona perfettamente, ad altre aree del territorio comunale interessate da fenomeni criminali e di inciviltà, tra cui piazza delle Tabacchine. Ovviamente ci sarà bisogno di una valutazione di fattibilità tecnica e di reperire le risorse necessarie: a questo proposito, come Comune abbiamo partecipato a diversi bandi ministeriali, presentando progetti di videosorveglianza che hanno ricevuto esiti negativi, anche perché tra i requisiti viene valutato l’indice di delittuosità e Città di Castello, per nostra fortuna, è nelle zone basse delle graduatorie da questo punto di vista”. E’ la risposta che l’assessore alla Polizia Locale Rodolfo Braccalenti ha fornito in consiglio comunale a Luciana Bassini (Gruppo Misto-Azione), che con un’interrogazione aveva chiesto conto delle intenzioni dell’amministrazione comunale per contrastare “gli atti vandalici con cui vengono imbrattati sempre più gli edifici del centro storico”. “La nostra città e il nostro centro storico è diventato un luogo di grande degrado, perché le scritte aumentano quasi quotidianamente”, aveva fatto presente in aula la rappresentante della minoranza. “È vero che la libertà di espressione è un valore importante, ma è altrettanto vero che non ci si può esprimere imbattendo i muri di tutti gli edifici”, aveva sottolineato Bassini, continuando: “credo sia arrivato il momento di fare qualcosa, perché tali vandalismi sono dei veri e propri atti di inciviltà che, oltre a generare un senso di degrado urbano, creano anche un notevole danno ai proprietari degli edifici, costretti poi attivarsi per ripulire le proprie abitazioni da queste scritte”. La consigliera del Gruppo Misto-Azione aveva quindi sollecitato la giunta a dare piena attuazione al regolamento di Polizia, Sicurezza Urbana e Daspo Urbano, che vieta esplicitamente questa tipologia di comportamenti. “Credo che l’amministrazione debba assolutamente porre rimedio a tale situazione, visto anche che la maggior parte degli imbrattamenti sembrano portare tutti una stessa firma, perché comunque sia la calligrafia è sempre la stessa”, aveva puntualizzato Bassini, invitando l’assessore competente a “fare un giro in via dei Lanari, che è diventata veramente un posto incredibile, dove non c’è più spazio per nessuna scritta, perché è stata imbrattata completamente”. L’assessore Braccalenti ha ricordato che l’amministrazione si è dotata nel 2023 del Regolamento di Polizia, Sicurezza Urbana e Daspo Urbano “proprio con l’obiettivo di salvaguardare la convivenza civile, la sicurezza dei cittadini e la più ampia fruibilità dei beni comuni che fanno parte del patrimonio pubblico”. “Tale disciplina – ha chiarito l’amministratore – vieta, tra le altre condotte, quelle che danneggiano, imbrattano, insudiciano, macchiano o alterano il patrimonio artistico, i muri degli edifici, ma anche di disegnare e scrivere sui muri, sulle porte e sugli infissi esterni, sulle targhe con la denominazione delle vie e quant’altro, oltre che di spostare attrezzature ed elementi di arredo urbano o comunque destinati ai servizi pubblici ed in genere di pubblica utilità”. “Per favorire il rispetto delle norme del suddetto regolamento e in generale della sicurezza urbana, oltre che per contrastare i fenomeni di inciviltà e illegalità, la Polizia Locale utilizza il sistema di videosorveglianza, che più volte, come nell’ultimo caso che recentemente ha portato a sanzionare il protagonista di alcuni episodi vandalismo, è stato utile all’approfondimento delle indagini”. Nel far presente che i vandalismi sono purtroppo frequenti nei contesti urbani, Braccalenti ha ribadito che l’amministrazione comunale presterà attenzione al fenomeno, chiarendo che l’ente “non può comunque intervenire sulle proprietà private per il ripristino delle parti danneggiate, tinteggiate e sporcate”. La consigliera Bassini si è detta insoddisfatta della risposta ricevuta. “Quindi telecamere, ancora telecamere? Dove, come e perché? Allora i regolamenti alla fine servono a ben poco”, ha detto l’esponente del Gruppo Misto-Azione, che ha rimarcato: “anche se il fenomeno è comune a tutte le città, noi abitiamo qui e vediamo che questi vandalismi stanno aumentando quotidianamente”.
