Comune di Badia Tedalda: Trasparenza e rispetto del diritto della libertà di informazione… questi sconosciuti al Sindaco e alla Giunta.
Il Gruppo consiliare “Badia in Comune” fin dal suo insediamento, in minoranza, ha sempre portato nelle sedi istituzionali questioni importanti che riguardano la spesa pubblica e la gestione delle risorse finanziarie già risicate per un piccolo ente montano come quello di Badia Tedalda.
Il Consiglio Comunale è il luogo di dibattito e discussione, preposto a ricevere le informazioni sulla gestione e sui fatti e i Consiglieri comunali, sia di minoranza che di maggioranza, per la legge hanno il diritto di accesso immediato a luoghi, dati, documenti ed informazioni in possesso dell’Amministrazione ma evidentemente a Badia Tedalda non sono mai giunte le parole di Filippo Turati pronunciate alla Camera tenuto il 17 giugno 1908: “Dove un superiori pubblico interesse non imponga un segreto momentaneo, la casa dell’Amministrazione dovrebb’essere di vetro”. La lista Badia in Comune aveva con una interrogazione richiesto al Sindaco la documentazione e i fatti su un bonifico errato inerente al pagamento di una fattura ricevuta nel 2020, dove lo stesso Sindaco, nonostante nostri ripetuti solleciti, nel Consiglio Comunale del 31 ottobre 2024 si è ben visto di rifiutarsi nel rispondere.
Ancora più grave quanto è accaduto nell’incontro pubblico del 17 marzo u.s., fortemente voluto dai Consiglieri di minoranza del nostro gruppo. Il Sig. Sindaco alla presenza di un giornalista accreditato dalla stampa locale è risultato nervoso e non ha inteso farlo partecipare negando di fatto la libertà di stampa prevista dalla Carta Costituzionale. Una brutta pagina questa dove passa il concetto di voler nascondere fatti ed eventi accaduti negando quella trasparenza tanta voluta dalla legge Italiana di cui tutte le amministrazioni pubbliche sono obbligate ad osservarne l’attuazione e funzione.
L’azione di non voler far partecipare chi è titolato a narrare tramite la stampa denota “pigrizia mentale” e il Sig. Sindaco è la sua maggioranza devono capire che la gestione pubblica dei beni e delle risorse non hanno titolo di riservatezza, anzi, il Testo Unico degli Enti Locali, la normativa vigente e, in particolare, della Costituzione della Repubblica Italiana impongono principi di trasparenza, pluralità, diritti, partecipazione, ottimizzazione delle risorse e pubblicità della spesa pubblica.
Non ci sono colpe da dare, non si vuole individuare chi sbaglia. Errare è umano, ma il principio di trasparenza e partecipazione dei cittadini e di chi li rappresenta non deve essere negato. Tutto questo denota una grande “improvvisazione” e “inopportuna” gestione del Comune di Badia Tedalda.
