I commercianti aretini diventano i nuovi custodi del centro storico: occhi attenti e cuori vigili che, con spirito di collaborazione e senso civico, contribuiranno a rafforzare il presidio urbano e la prevenzione dei reati. È questo il senso del progetto “+Sicuro in Centro”, nato dall’accordo tra l’Amministrazione Comunale di Arezzo e la Confcommercio, che è stato presentato alla stampa oggi nel Palazzo Comunale dal Vicesindaco Lucia Tanti insieme al Presidente della Confcommercio aretina Francesco Butali e al Direttore aggiunto dell’associazione di categoria Catiuscia Fei. Presenti, il Prefetto Clemente Di Nuzzo e il Comandante della Polizia Municipale Aldo Poponcini. Il progetto, che entra ora in fase operativa, ha avuto da subito il benestare del Comitato per l’Ordine e la Sicurezza presieduto dal Prefetto di Arezzo. L’obiettivo di tutti è potenziare la sicurezza urbana attraverso una Rete di controllo e prevenzione che coinvolge direttamente gli operatori commerciali del centro storico, mettendoli in stretto contatto con la PM. Della Rete fanno parte 16 imprenditori individuati come “capi maglia”, che in altrettante aree urbane – da piazza Grande, cuore del centro storico, fino a Pescaiola e via Romana – faranno da referenti ai loro colleghi per la segnalazione di anomalie e criticità sui temi della sicurezza, della legalità e dell’ordine pubblico. Le indicazioni saranno trasmesse alla Polizia Municipale, che valuterà come procedere. nel dettaglio, il progetto prevede la suddivisione simbolica della città in 16 aree ben definite (piazza Grande, piazza San Francesco, piazza della Badia, Corso Italia, via de’ Cenci, via de’ Redi, via Madonna del Prato, piazzetta Sopra i Ponti, piazza Sant’Agostino, via San Giovanni Decollato, via Spinello, via Crispi, viale Michelangelo, le grandi arterie di via Vittorio Veneto e via Romana, Pescaiola). In ogni area Confcommercio ha individuato, tra gli imprenditori “storici” e più conosciuti, un referente che funge da “capo maglia”, al quale i colleghi possono comunicare in tempo reale, attraverso una apposita chat, episodi o situazioni sospette – ma non emergenziali – che riguardano la propria attività o l’ambiente circostante: presenze anomale, comportamenti sospetti, movimenti insoliti, potenziali truffe o tentativi di furto. Il referente della macroarea raccoglie e filtra le segnalazioni ricevute, valutandone la rilevanza in base ai criteri condivisi nell’intesa. Le segnalazioni ritenute significative vengono trasmesse alla Polizia Municipale, che valuterà come procedere, eventualmente coinvolgendo le forze dell’ordine competenti per interventi mirati o azioni preventive. Una Rete di controllo e prevenzione formata dunque dai capi maglia, dai responsabili di Confcommercio e dalla Polizia Municipale deputata al coordinamento e al recepimento delle segnalazioni. “Da anni il Comune di Arezzo sta lavorando a progetti di sicurezza partecipata con il coinvolgimento della nostra polizia municipale, delle forze dell’ordine, e dei cittadini. Ricordo a tal proposito il percorso con i carabinieri e la PM nei centri di aggregazione sociale ormai operativo da tempo. Questa proposta per la qual ringrazio Ascom, è una idea importante agile e concreta che fa di Arezzo una città sempre più presidiata nella prossimità. La sicurezza e la sicurezza sociale passano da tanti canali: le forze dell’ordine, le telecamere, le unità di strada, processi di formazione e informazione e iniziative di partecipazione diretta e consapevole di cittadini. Oggi abbiamo scritto un’ulteriore pagina del percorso progettuale avviato nel 2016 di Arezzo città sicure e coesa, in questo caso in alleanza con i commercianti, nella certezza che ogni attività produttiva è un insostituibile presidio di comunità”, dichiara il vice sindaco Lucia Tanti. “La sicurezza e la tranquillità del centro storico e delle aree urbane a vocazione commerciale costituiscono per la Prefettura una priorità nell’azione di coordinamento delle forze di polizia. L’accordo operativo tra Comune di Arezzo e Confcommercio “più sicuro in centro” è un valido modello di collaborazione pubblico – privato che abbiamo incoraggiato e promosso in sede di Comitato Provinciale per l’Ordine e la Sicurezza Pubblica nell’obiettivo di un’azione di controllo del territorio sempre più puntuale e mirata grazie alle indicazioni che proverranno dal mondo del commercio”, commenta il Prefetto di Arezzo Clemente Di Nuzzo. Anche il presidente di Confcommercio Arezzo Francesco Butali ha espresso grande soddisfazione per l’accordo: “la sicurezza è un valore fondamentale per il benessere sociale e la prosperità economica. Grazie a questo progetto, i nostri associati avranno parte attiva nel rendere il centro storico più sicuro e vivibile, per chi ci vive e ci lavora, ma anche per turisti e visitatori. Del resto, da sempre i negozi fungono da “sentinelle su strada” del territorio. Siamo orgogliosi di fare la nostra parte nella costruzione di una sicurezza partecipata, al fianco delle forze dell’ordine e delle autorità cittadine”. “Questo sistema consente una comunicazione rapida ed efficace, aumenta i livelli di attenzione e il presidio sociale sul territorio promuovendo una collaborazione solidale tra operatori economici e istituzioni pubbliche”, evidenzia il direttore aggiunto di Confcommercio Firenze-Arezzo Catiuscia Fei. “è una ulteriore riprova di quanto sia importante fare rete. Ci fa piacere che l’idea sia nata su stimolo dei nostri imprenditori e sia maturata sotto l’egida della Prefettura, nel corso di alcuni confronti diretti con l’Amministrazione Comunale e la Polizia Municipale, che ringraziamo della fiducia e dell’ascolto”. “La Rete – commentano ancora da Confcommercio -non si sostituisce in alcun modo alle forze di polizia, che hanno il compito esclusivo di svolgere l’attività di repressione e di ricerca degli autori dei reati. I commercianti non potranno mai intervenire in caso di reato, fatte salve le prerogative che la legge riserva ad ogni cittadino; non potranno fare indagini né schedare individui sospetti o intromettersi in alcun modo nella loro sfera privata. Il loro unico compito è quello di innalzare la soglia dell’attenzione e favorire un allarme tempestivo, lasciando ogni intervento operativo a chi ne ha la competenza e l’autorità”.
