Nei primi anni di potere, quando ancora Palazzo Venezia non era diventato la sua reggia e il suo palcoscenico, Mussolini viveva quasi da pensionante. Non aveva uniformi né stivali lucidi. Si presentava in borghese, con un abito che avrebbe potuto indossare qualunque impiegato ministeriale e si sforzava di non smarrire quella sua immagine di uomo del popolo, di popolano che aveva fatto fortuna con l’energia e con la voce, più che con le trame della nobiltà o le protezioni dei salotti.
Non disponeva allora di ville patrizie né di residenze ufficiali. Alloggiava in via Rasella, a palazzo Tittoni, ospite pagante del barone Fassini, che gli aveva affittato un appartamento mantenendo, però, il diritto a coabitarvi. Era un’Italia ancora stretta tra il ricordo della guerra e le fatiche del dopoguerra: e il futuro Duce, che poi avrebbe fatto tremare le piazze al suono dei suoi discorsi, rientrava a casa a ore fisse. I pasti non gli venivano serviti da maggiordomi in livrea, ma preparati dalla cuoca del padrone di casa, la quale cucinava per il barone e, con lo stesso mestolo, anche per il capo del governo.
La cameriera personale di Mussolini, invece, era un personaggio destinato a diventare quasi leggendario nella piccola cronaca domestica del fascismo. Si chiamava Cesira Carrocci, nata a Gubbio: una donna robusta, semplice, di quelle che non fanno pettegolezzi ma dedicano anima e corpo alla devozione verso il loro padrone. Mussolini se la portò dietro anche quando la sua famiglia si trasferì da Milano a Roma, nella più ampia cornice di villa Torlonia.
Fu in via Rasella che Mussolini conobbe il suo primo vero cedimento fisico: un attacco di ulcera gastrica che lo costrinse a letto per giorni. Roma, che viveva di voci e bisbigli più che di notizie, si affrettò a decretarne la morte: si mormorava che il governo nascondesse la verità al Paese. In realtà, il malato resisteva, vegliato giorno e notte dalla Cesira, la quale rimase per tredici giorni consecutivi accanto al letto, senza mai spogliarsi. E se Mussolini sopravvisse, forse lo dovette anche a questa muta e ostinata devozione della cameriera umbra.
Qualche tempo dopo il Duce accettò un invito di Gabriele D’Annunzio a trascorrere alcuni giorni al Vittoriale, sul Garda. Ma, temendo di disturbare troppo il poeta con le proprie esigenze, pensò bene di portarsi dietro la Cesira. La donna era di mezza età, modesta fino all’invisibilità. Ma quando il Vate, che non la conosceva, ne udì il nome, cadde nell’equivoco più naturale: la prese per un’amante. E da perfetto padrone di casa, le fece preparare una camera matrimoniale da dividere con Mussolini.
L’errore si chiarì presto. Bastò a D’Annunzio uno sguardo per capire che non si trattava affatto di una favorita, ma di una governante dal volto scavato e dalle mani screpolate. Il poeta, che sapeva anche ridere delle proprie gaffe, corresse così l’imbarazzo: regalò alla Cesira un rosario, accompagnato da un biglietto, in cui la chiamava “suor salutevole”.
