Il 2 giugno 2023 la Repubblica italiana copie 77 anni. La data fu dichiarata Festa nazionale della Repubblica nel 1949 per ricordare il giorno in cui tre anni prima si era svolto il referendum con cui gli italiani, dopo 85 di monarchia, votarono per cambiare la forma di governo del Paese in una Repubblica costituzionale. La nascita della Repubblica Italiana si festeggia ogni anno il 2 giugno.
La data non è stata scelta a caso: il 2 giugno si ricorda il referendum del 1946 che, dopo la Seconda Guerra Mondiale, ha sancito la fine della monarchia e la nascita della Repubblica. Ma la festa della Repubblica non è sempre stata il 2 giugno. Nel 1977, con la legge numero 54 del 5 marzo, a causa di una situazione economica difficile, la Festa della Repubblica era stata spostata alla prima domenica di giugno, ma nel 2001, con la legge numero 336 del 20 novembre 2000, la festività del 2 giugno è stata reintrodotta. Le celebrazioni per la Festa della Repubblica coinvolgono ogni anno le Forze Armate, le Forze di Polizia della Repubblica, il Corpo Nazionale dei Vigili del Fuoco, il Corpo Nazionale della Croce Rossa Italiana ed alcune delegazioni militari di ONU, NATO ed Unione Europea. Il protocollo della celebrazione prevede che venga deposta una corona d’alloro al Milite Ignoto all’Altare della Patria e poi si svolga la parata militare, alla quale partecipano le cariche più alte dello stato. Nel pomeriggio vengono aperti al pubblico i giardini del palazzo del Quirinale, dove si esibiscono le bande dell’Esercito Italiano, della Marina Militare, dell’Aeronautica, dell’Arma dei Carabinieri, della Polizia di Stato, della Guardia di Finanza, del Corpo di Polizia Penitenziaria e del Corpo Forestale dello Stato.
LA NASCITA DELLA REPUBBLICA ITALIANA
Per comprendere il significato del 2 giugno e della Festa della Repubblica, è importante ripercorrere la storia italiana dell’ultimo secolo. Fino al 1946 l’Italia era una monarchia costituzionale, regolata dallo Statuto Albertino. Il 2 e il 3 giugno 1946 si è tenuto il referendum istituzionale indetto a suffragio universale e tutti gli italiani, comprese le donne che votavano per la prima volta, sono stati chiamati alle urne per scegliere la forma di governo preferita: monarchia o repubblica.Con 12.718.641 voti contro 10.718.502 gli elettori hanno scelto la repubblica e la famiglia Savoia, fino ad allora al comando della monarchia, è stata esiliata. Il 2 giugno gli elettori hanno scelto anche i componenti dell’Assemblea Costituente, a cui è stato affidato il compito di redigere la nuova costituzione.
I votanti sono stati 24.947.187, l’89% degli aventi diritto al voto. La percentuale di voti favorevoli alla repubblica è stata del 54,3%, mentre quella dei voti favorevoli alla monarchia del 45,7%. Ma l’Italia risultava divisa in due: al nord aveva vinto la repubblica con il 66,2% dei voti, mentre al sud le preferenze erano andate alla monarchia con il 63,8% dei voti.
EVENTI CHE HANNO PORTATO ALLA NASCITA DELLA REPUBBLICA
Nel luglio del 1943 Vittorio Emanuele III aveva fatto arrestare Mussolini, affidando il governo al maresciallo Pietro Badoglio. Dopo l’armistizio dell’8 settembre 1943, l’Italia era precipitata nel caos e Vittorio Emanuele III era fuggito verso il Sud Italia. In questo clima difficile, si iniziò a delineare l’idea di un cambiamento radicale nella forma governativa del paese. La monarchia e Vittorio Emanuele III erano considerati come i principali responsabili della situazione attuale, per aver appoggiato il fascismo e aver permesso l’entrata in guerra dell’Italia. Nel 1944 Palmiro Togliatti propose di aspettare la fine della guerra per discutere della questione istituzionale, trovando così un accordo tra i vari partiti, in base al quale Vittorio Emanuele III venne sollevato dal suo incarico ed i suoi poteri passarono momentaneamente ad Umberto di Savoia, principe di Piemonte ed erede al trono. La scelta di rimandare qualsiasi decisione alla fine della guerra è stata ufficializzata con il decreto luogotenenziale numero 151 del 25 giugno 1944, in base al quale si stabiliva che, terminato il conflitto, sarebbe stata indetta una consultazione per scegliere la forma dello stato ed eleggere un’assemblea costituente. Il 31 gennaio 1945 il Consiglio dei ministri ha poi emanato un decreto che riconosceva il diritto di voto alle donne.Il 16 marzo 1946 il principe Umberto ha decretato ufficialmente di organizzare un referendum per decidere la forma istituzionale dello stato. Un mese prima del referendum, Vittorio Emanuele III ha abdicato in favore di Umberto II, sperando così di poter attirare il consenso del popolo per far continuare la monarchia.
