
AREZZO – Sessantasei Comuni tra cui Firenze, Prato e Pistoia e poi ancora Consiag, Publiservizi e Acqua Toscana che si fonderanno in Alia, azienda pubblica che gestisce i rifiuti, hanno dato formalmente avvio al processo di costituzione della multi-utility toscana, operazione nata sotto l’egida del Pd con almeno 20 anni di ritardo rispetto ad altre realtà nazionali.
Il ritornello è sempre il solito: il controllo pubblico sarà blindato, ci saranno posti di lavoro in più, si raddoppieranno i dividendi, aumenteranno per i Comuni le risorse da spendere in servizi migliori, le tariffe saranno più convenienti e via discorrendo. Narrazioni già sentite tanto che le definirei: disco rotto. O se dovessi usare un eufemismo: classica sviolinata. Per indorare la pillola. Perché se ci fermiamo un attimo a riflettere, questi pseudo-agglomerati puntualmente non riescono a mantenere le promesse iniziali, a partire da quelle benedette tariffe che i cittadini si vedono sempre aumentare e non diminuire. Poi pensiamo a due nodi fondamentali: il primo, l’obbligatoria liquidazione della romana Acea, socio ingombrante di Publiacqua, che nomina sempre l’amministratore delegato; il secondo, il consolidamento di Estra di cui Intesa-Siena detiene il 25% e Coingas-Arezzo un altro 25%. Ed è qui che viene fuori il dubbio sulloperazione: la multi-utility non sarà il classico carrozzone dove le poltrone lieviteranno per placare gli appetiti dei partecipanti? Sarà veramente un patrimonio pubblico a disposizione dei cittadini oppure la classica situazione dove si privatizzeranno gli utili e si socializzeranno le perdite? Coloro che hanno dato il via, con il Pd ribadisco in prima fila, non hanno precedenti virtuosi nella gestione della cosa pubblica, al più sono guidati dal gattopardesco tutto cambi affinché nulla cambi. Vediamo come si evolverà la situazione, ma se il buongiorno si vede dal mattino.
