Lo afferma il direttore della Confcommercio Toscana Franco Marinoni, a fronte delle numerose sollecitazioni che stanno arrivando in questo periodo nelle sedi dell’associazione di categoria. “Grazie anche ai fondi del PNRR, la Toscana ha ora l’occasione imperdibile di colmare un gap impiantistico che da troppo tempo grava sul territorio e sulle tasche dei contribuenti – spiega Marinoni – dobbiamo essere in grado di gestire i rifiuti in autonomia, senza dipendere da altre regioni, e di rendere il rifiuto una risorsa. Se perdiamo questa opportunità, gli aumenti dei costi nei prossimi anni peseranno sempre di più sulle bollette. E cittadini e imprese finiranno ancora una volta per pagare le inefficienze dei servizi pubblici”. Prioritario, secondo Confcommercio, è il lavoro che la Regione sta promuovendo, oltre che per incrementare la raccolta differenziata, per migliorare la dotazione impiantistica recuperando un deficit che attualmente ‘affatica’ ambiente ed economia. “Investire in questa direzione ci consentirà di avere una raccolta più efficiente, città più pulite e tariffe più basse. Se invece restiamo fermi, rischiamo di essere travolti da continue emergenze”. “Oggi sulla Tari gravano anche gli alti costi legati all’esportazione dei rifiuti che non possono essere altrimenti trattati in Toscana. A livello nazionale, ogni anno sono migliaia i camion carichi di rifiuti che partono per altre destinazioni, nazionali o estere. Secondo l’ultimo report di Utilitalia, i “viaggi dei rifiuti” ammontano a 22 milioni di km percorsi, con oltre 14 mila tonnellate di CO2 equivalente. Un danno per l’ambiente e per le nostre finanze, anche perché imprese e famiglie si trovano a pagare tariffe elevatissime, nonostante magari abbiano assicurato ottime performance nella raccolta differenziata”. “Ci chiediamo dove sia finita la massima del “chi più inquina più paga” che doveva ispirare la tariffazione sui rifiuti. In realtà, le quote della Tari variano in base alle superfici disponibili e non guardano affatto il comportamento più o meno virtuoso degli utenti, che siano privati o aziende. Così non si incentivano di certo le buone pratiche”, sottolinea il direttore di Confcommercio Toscana. “I dati – conclude Marinoni – dimostrano che nelle regioni più virtuose, quelle che gestiscono e smaltiscono nel proprio territorio i rifiuti prodotti, con impianti tecnologicamente all’avanguardia, il costo pro-capite è molto più basso rispetto a quelle dove la carenza impiantistica determina un export di rifiuti e la Toscana ne è un esempio lampante: ad alti tassi di raccolta differenziata corrispondono spesso piani finanziari più costosi rispetto alla media proprio a causa della voce “export rifiuti” da riciclare.
