CITTA’ DI CASTELLO – che venga chiarito il ruolo del Comune nell’utilizzo delCon una interrogazione la capogruppo di Castello Cambia Emanuela Arcaleni chiede al sindaco Luca Secondi chiarimenti sul ruolo del Comune nell’utilizzo del lascito Mariani.
Nel dettaglio, la consigliera di minoranza intende conoscere “le decisioni prese nell’ambito del tavolo operativo di concertazione tra Comune e Asl in merito all’utilizzo delle somme relative al lascito Mariani” e spiegazioni sul “ruolo del primo cittadino o del duo delegato in merito alla decisione citata di destinare un milione di euro all’acquisto della risonanza magnetica e con quali motivazioni a supporto”. Per Arcaleni è necessario comprendere, inoltre, “se l’amministrazione, nella persona del sindaco, non ritenga di chiedere la ricostituzione del lascito alla sua dotazione ex ante, al fine di procedere alla destinazione concordata della somma per l’apertura di nuovi servizi sociosanitari per la popolazione tifernate, con particolare riguardo alle famiglie, anziani e giovani, le cui condizioni psicofisiche risultano molto provate dopo oltre due anni di pandemia”. Nel ricordare l’approvazione a maggioranza in consiglio comunale nel 2020 (con il proprio voto contrario insieme all’altro consigliere di Castello Cambia di allora Vincenzo Bucci) dell’ordine del giorno che riconosceva all’Usl Umbria 1 la titolarità del Lascito Mariani e indicava l’utilizzo della somma per l’apertura di un Centro Alzheimer e per un generico “potenziamento del reparto oncologico” e il protocollo di intesa sottoscritto nello stesso anno tra Regione, Comune e Usl Umbria 1 per il trasferimento del lascito dal patrimonio del Comune di Città di Castello a quello dell’Usl Umbria 1 con la finalità dell’organizzazione e dell’erogazione dei servizi sanitari nel territorio comunale di Città di Castello, Arcaleni solleva perplessità sulla delibera del maggio scorso con cui l’azienda sanitaria locale ha predisposto la fornitura di una risonanza magnetica da installare presso il reparto di radiologia dell’ospedale tifernate. “Tale decisione – rileva la capogruppo di Castello Cambia – è stata sostanziata citando la delibera n. 1.092 del 28/09/2021 con la quale ‘è stato preso atto dei lavori del Tavolo Operativo congiuntamente costituito da questa Azienda USL Umbria n. 1 e dal Comune di Città di Castello per la definizione della destinazione e delle modalità d’impiego del Lascito Mariani’”. “L’acquisto della risonanza magnetica però – eccepisce Arcaleni – deve rientrare nell’ordinaria e necessaria dotazione per la diagnostica di base, presente anche negli altri ospedali regionali, da doversi acquisire a carico dell’ordinario Bilancio Asl, indipendentemente da un lascito che avrebbe dovuto produrre servizi sociosanitari specifici, ulteriori e nuovi rispetto all’ordinario e non supplire le carenze della sanità regionale”.
