Capita che atti importanti dell’amministrazione comunale restino poco pubblicizzati, se pur affissi all’albo pretorio dell’ente. E che dunque spetti a noi consiglieri comunali di opposizione rappresentarli alla cittadinanza. Come in occasione dell’ultima seduta di Consiglio Comunale quando abbiamo presentato un’interrogazione urgente in merito a due in particolare.
Il primo riguarda la recente nomina da parte del sindaco dell’Organismo indipendente di valutazione a cui spetta, tra le altre cose, la valutazione dei dirigenti, da cui deriva l’attribuzione dei premi economici. Ebbene, la nomina del nuovo organismo monocratico è avvenuta lo scorso 4 novembre 2022 quando il precedente era scaduto il 15 luglio 2022. Occorre capire pertanto se dal 16 luglio al 3 novembre il Comune di Arezzo abbia svolto o no la propria attività amministrativa senza questo importante organo.
Il secondo riguarda il nuovo assetto degli uffici comunali che ha visto la recente introduzione di una nuova figura di direzione, nello specifico per l’ufficio ambiente, rispetto alla quale abbiamo chiesto chiarimenti in merito alle modalità con cui è stato pubblicizzato il procedimento di selezione. Il regolamento sull’ordinamento degli uffici e dei servizi prevede espressamente una specifica procedura comparativa fra i dipendenti dell’ente attraverso l’esame dei curricula.
Inoltre, sempre in merito alla pianta organica, sono invece vacanti, rispettivamente da gennaio e da marzo 2022, la direzione dellufficio gare e dell’ufficio gestione del patrimonio. Nel caso in cui dovessero essere ripristinate, a quali procedure si farà ricorso e quali spese comporteranno le due nuove posizioni organizzative?.
