È un modo per ripensare i servizi sociali: non solo strumenti di risposta ma anelli costitutivi di una rete territoriale solidale. A questo approccio pare credere adesso anche lattuale governo visto che una norma della legge di stabilità prevede esattamente listituzione di uno strumento analogo. Il Comune ha dunque, trascorsi 12 mesi, loccasione di farsi parte attiva di un processo solidaristico: allamministrazione spetterebbe di curare organizzazione e gestione della dispensa, ai soggetti coinvolti il concreto reperimento dei beni, il loro accumulo nei locali deputati, la loro consegna.
