E sull’ipotesi di riforma al vaglio del Parlamento: “Novità da salutare positivamente” A poca distanza dal consiglio di insediamento del 5 gennaio scorso il Presidente della Provincia, Alessandro Polcri, torna sull’argomento
“In quella sede avevo indicato l’orizzonte: avevo parlato di responsabilità, condivisione e partecipazione con un ruolo forte del Consiglio al pari di quello dell’assemblea dei Sindaci. Su questo primo aspetto – chiosa Polcri – ho già dato mandato agli uffici di creare un ufficio di presidenza dentro il quale possano sedersi i rappresentanti dei vari schieramenti al fine di garantire la piena funzionalità dell’Ente. L’ufficio di presidenza, dunque, dovrà servire per individuare il percorso da seguire. Il luogo, appunto, dove si dovrà misurare il consenso attorno alle proposte da presentare al Consiglio. Questo è il percorso, senza tentennamenti, che intendo tracciare.” Il Presidente Polcri poi anticipa anche alcune tappe di questo percorso : “A partire dalla prossima settimana darò avvio ad un giro di consultazioni con i gruppi consiliari. Partirò con il gruppo più numeroso in consiglio, che è quello rappresentato dalle forze civiche e di governo del centrodestra aretino. Il loro apporto sarà cruciale e decisivo per dare avvio al percorso di governo del territorio. Naturalmente la mia collocazione rimane e rimarrà all’interno dell’area forze civiche e di governo del centrodestra aretino. E – continua Polcri – non potrei fare diversamente per il mio percorso e trascorso amministrativo. Nelle settimane a venire sarà invece il turno degli altri due gruppi consiliari. Quanto alle Commissioni consiliari previste dallo Statuto dell’Ente, ritengo che le stesse debbano trovare piena operatività in tempi brevi. Saranno i capigruppo di ogni schieramento a indicarmi i componenti delle singole commissioni. I Sindaci – ed è la seconda gamba del ragionamento – saranno invece i miei interlocutori privilegiati nel territorio. Con loro dovrò costruire un programma di Governo per dare concretezza al progetto – da me ribattezzato – la “Casa dei Comuni” ispirato ai principi di governo partecipato e responsabilità condivisa. L’idea alla base di ciò è quella di stipulare un “patto territoriale” con i Comuni stessi per individuare le priorità di azione della Provincia, sempre in accordo con il Comune capoluogo, già a partire dal prossimo bilancio di previsione da approvare entro la fine di marzo. C’è poi il grande tema dei fondi legati al PNRR, lavori da cantierare o progetti da avviare legati al governo della Presidente uscente che ritengo debbano trovare la giusta continuità. Ultimo aspetto su cui riflettere è il ruolo della Provincia nei prossimi mesi. Ci sono ben sei disegni di legge, praticamente di tutti i gruppi parlamentari, depositati in commissione affari costituzionali del Senato che ripropongono una sorta di “ritorno al passato”, ovvero si prefissano l’elezione diretta del presidente e dei componenti del consiglio provinciale. Credo che sia una novità da salutare positivamente. Per questo, mi ritengo già fin da ora disponibile a interpretare il mio ruolo di presidente quale utile “traghettatore” verso il nuovo Ente e ad accompagnare ogni iniziativa volta a rafforzare questo scenario”
