Il tentativo in extremis del ministro Urso di scongiurare lo sciopero di 48 ore dei benzinai spacca le rappresentanze sindacali: Fegica e Figisc/Anisa Confcommercio confermano la chiusura di due giorni mentre Faib Confesercenti riduce la protesta a 24 ore. Lucchetti dunque a tutte le pompe di carburanti che fanno capo alle tre organizzazioni da stasera alle 19 sulla rete stradale e dalle 22 su quella autostradale. Poi i percorsi si divideranno.
Il ministro ha spiegato in serata di auspicare “che siano ridotti i disagi per i cittadini” dopo il tavolo di confronto che si augura possa proseguire nel merito del decreto sulla Trasparenza dei prezzi. Intanto, ha sottolineato, rimane l’obbligo di esposizione del prezzo medio regionale, a beneficio di tutti gli attori. Nella riunione ha presentato nei dettagli i contenuti della proposta emendativa delineata dopo i precedenti incontri visto che il decreto legge è già in commissione Attività produttive alla Camera dove sono cominciate le audizioni delle tre sigle e di varie associazioni di imprese, petrolieri e ambientalisti. Mentre oggi c’è stata la corsa degli automobilisti a fare il pieno, domattina le tre sigle faranno il punto in “una riunione di coordinamento” dice la Faib, “in un’assemblea dei gruppi dirigenti, aperta a deputati e senatori di tutti i gruppi parlamentari, spiegano Fegica e Figisc-Anisa la cui marcia indietro appare ora più difficile.
“Troppo poco e troppo tardi per revocare lo sciopero” spiegano i presidenti di Fegica e Figisc/Anisa osservando che il tentativo del ministro “peraltro apprezzato”, non riesce a incidere “con la necessaria concretezza” sulle misure del decreto. Una convocazione all’improvviso, a sole 4 ore dall’inizio della protesta, era stata pure messa in conto dalle tre sigle, che avevano invocato una soluzione anche all’ultimo minuto. Ma ad alcuni partecipanti alla riunione via web è sembrato un tentativo non studiato abbastanza per raggiungere l’obiettivo. Di avviso diverso la Faib, che già dopo l’ultima riunione al ministero aveva usato il termine “congelato” per lo sciopero anziché “confermato” come definito invece dalle altre due sigle. Una sfumatura che aveva fatto già trasparire la divergenza rispetto alla trattativa con il governo. La Federazione autonoma italiana benzinai è stata la prima oggi a diffondere un comunicato per spiegare di aver “ritenuto positive le aperture presentate e già formalizzate con un emendamento al decreto legge” e ha deciso di ridurre a un solo giorno la mobilitazione. E’ stato giudicato “un risultato importante la significativa riduzione delle sanzioni, la razionalizzazione della cartellonistica sugli impianti, la rapida convocazione di un tavolo di filiera per affrontare gli annosi problemi del settore, a partire dall’illegalità contrattuale e dal taglio dei costi per le transazioni elettroniche”.
Non la vedono per nulla così Fegica e Figisc/Anisa che non mandano giù le accuse di essere speculatori e i controlli della Finanza che invece – hanno ripetuto più volte – dovrebbe controllare 7.000 impianti gestiti dalla criminalità e 13 miliardi di accise evase all’anno. Le promesse di ciò che verrà fatto al tavolo sul settore, infine, per ora restano parole, dicono i vertici delle due organizzazioni. Assopetroli-Assoenergia, l’associazione che rappresenta le aziende proprietarie di oltre metà delle stazioni di servizio stradali in Italia, esprime intanto “piena solidarietà ai sindacati dei benzinai”. Il ministro fa sapere che il Tavolo con i distributori di carburante “proseguirà in maniera continuativa fino a quando non verrà operato un completo riordino del settore. Al prossimo incontro in programma per l’8 febbraio saranno all’ordine del giorno le misure di contrasto alle illegalità contrattuali, il costo delle transazioni elettroniche e la riqualificazione e ristrutturazione della rete di distribuzione adattandola alle esigenze attuali”. Mentre si registrano lievi aumenti dei prezzi di benzina (in modalità self a 1,846 euro/litro) e gasolio (1,890 euro/litro), i consumatori denunciano nuove speculazioni. Il Codacons ha presentato un esposto per interruzione di pubblico servizio, mentre per Assoutenti lo sciopero è “voluto e ordinato dalle compagnie petrolifere contro la trasparenza sui prezzi”. L’Unione nazionale consumatori chiede che il Governo “faccia controlli a tappeto sullo sciopero”. In commissione Attività produttive molti hanno suggerito una app anziché il cartellone per pubblicizzare il prezzo medio regionale che si potrebbe potenziare rafforzando l”Osservaprezzi Carburanti’ del Mimit.
