Tanti: “Non firmeremo mai un accordo che cede risorse e personale all’Asl” “Disponibili ad una collaborazione leale e a percorsi da scrivere insieme, ma indisponibili a metterci completamente nelle mani di altri”
“I sei comuni della zona aretina, in pieno accordo tra loro, hanno stoppato la firma della convenzione socio sanitaria con la Asl perché indisponibili a cedere personale e risorse e perché, altrettanto indisponibili, a sottoscrivere un atto che comprende allegati che ancora devono essere definiti.
Pur condividendo la necessità di rafforzare la collaborazione tra politiche sociali e politiche sanitarie, che ormai costituiscono sempre di più una risposta unitaria negli interessi del cittadino, siamo assolutamente contrari a cedere sovranità consegnando le nostre risorse e il nostro personale alla regione attraverso la Asl. Siamo consapevoli che la legge regionale, di fatto, prevede questo ma siamo altrettanto consapevoli che siccome senza il nostro assenso è impossibile spostare personale e risorse dai comuni alla Asl, diciamo con chiarezza che il nostro assenso non c’è. Se quindi la convenzione vuole essere un elemento surrettizio per dare il via libera ad una legge regionale che penalizza i comuni spogliandoli del governo in alcune materie socio sanitarie, non ci sarà mai nessuna firma almeno da parte del Comune di Arezzo; se invece la convenzione vuole essere uno strumento di maggiore collaborazione e integrazione allora siamo più che disponibili a firmare qualsiasi tipo di accordo che metta al centro i diritti del cittadino. Da presidente della zona aretina voglio ringraziare tutti i comuni per aver tenuto insieme una posizione di leale collaborazione con la Asl e al tempo stesso di ferma contrarietà a depotenziare il ruolo dei municipi. I comuni, insieme e ben al di la delle parti politiche, sono l’ultimo baluardo delle risposte ai cittadini e trovo surreale – ma è mia opinione personale – che il prezzo della collaborazione si sostanzi nell’accettare di trasferire ad un altro ente risorse e personale. Abbiamo ribadito la nostra piena volontà di collaborare con l’Asl e abbiamo anche ribadito il profondo convincimento che vede positivamente l’armonizzazione dei servizi e l’unione delle istituzioni che li erogano, ma non pensiamo che per arrivare a questo obiettivo serva mortificare i comuni e se è cosi noi non ci stiamo. Abbiamo concordato con l’Asl – che ringrazio per il lavoro fatto – di ritrovarci a breve per proseguire nel confronto, certi che ognuno di noi metterà tutta la propria professionalità e tutto il proprio impegno, come è sempre stato, ma nella chiarezza delle posizioni che oggi abbiamo espresso in maniera unanime. Intendo inoltre ringraziare i funzionari di tutti i comuni a partire da quello di Arezzo per aver svolto un lavoro egregio nell’interesse della dignità dei comuni e quindi dei cittadini che rappresentiamo”.
