CITTA’ DI CASTELLO – Andrea Lignani MarchesaniStato di avanzamento progetti PNRR: interrogazione del consigliere comunale di “Castello Civica”, Andrea Lignani Marchesani. “Premesso che il PNRR è una grande occasione per la Nazione ma anche per ogni singolo Comune per veder finanziati progetti su vari ambiti della vita sociale, economica e infrastrutturale;
che le procedure prevedono bandi e assegnazioni complessi attraverso i quali il Governo eroga risorse a Regioni ed Enti locali con i Comuni principali soggetti attuatori dei progetti sopra ricordati: che l’Unione Europea ha messo paletti estremamente rigidi non solo riguardo la tempistica ma anche per quanto concerne parametri da rispettare nel contesto di realizzazione dei progetti stessi come ad esempio quote di genere e classi anagrafiche; che dette rigidità mettono a rischio l’attuazione dei progetti e le successive erogazioni da parte dell’Unione Europea; che per far fronte a queste esigenze è in via di definizione un decreto che dimezza la tempistica sui poteri sostitutivi (da trenta a quindi giorni) superata la quale subentrano commissari ad acta governativi”. A fronte di queste considerazioni, Lignani Marchesani, interroga sindaco e giunta sul numero di progetti determinati da bandi ed assegnazioni in cui il Comune di Città di Castello è soggetto attuatore; sulla quantificazione economica complessiva di detti progetti; sullo stato di attuazione dei progetti e sul rispetto della tempistica; sull’opportunità di fornire ai Consiglieri comunali un elenco dettagliato dei progetti in essere e sulla valutazione dei medesimi in apposita Commissione consiliare e sull’opportunità di rendere la Commissione consiliare competente soggetto istituzionale di interfaccia con la Comunità riguardo le volontà e le possibilità future di cogliere nuove possibilità con il PNRR da parte dell’Amministrazione comunale”.
