Circa 93 milioni di euro. È quanto Palazzo Vecchio spera di incassare entro fine 2023 grazie alle attività di controllo e repressione di irregolarità e illeciti. Multe, ma non solo. E’ un importo che rappresenta più del 30% di tutte le entrate extra-tributarie inserite nel bilancio preventivo approvato a fine marzo e un decimo degli 831 milioni di entrate correnti previste. L’anno scorso l’importo era di circa 80 milioni.
L’amministrazione di Dario Nardella spera, per gli oltre 280 milioni di multe previste nel periodo 2023-25 di incassarne almeno la metà, circa 139 milioni (1). Molti non pagheranno, tanti faranno ricorso e vinceranno, altri non saranno raggiunti (si pensi ai veicoli con targa straniera).
Un gioco all’ingrosso, dove contano solo i numeri e poco la sostanza dei motivi e degli strascichi che questo tipo di incassi possono provocare. E’ come le compagnie telefoniche che ci rubano sulle bollette qualche euro, pochi li chiederanno indietro o faranno ricorso e, siccome sono tante le bollette e gli euro rubati, ecco che l’incasso è garantito. Con la differenza, per il cittadino, che mentre un gestore telefonico ladro si può cambiare (anche se è difficile trovarne uno illibato), non è altrettanto facile cambiare Comune. Certo, tanti fiorentini, per esempio, sono stati letteralmente buttati fuori dal centro storico regalato a commercianti e turismo “costi quel che costi”, e sono andati a vivere in altri comuni… ma con le multe le dinamiche sono un po’ diverse. Palazzo Vecchio lo sa, ci marcia, si giustifica dicendo che questi soldi vengono raccolti per cause nobili, ma intanto si squalifica: Firenze è la prima città italiana per importi multe pro-capite e residenti, 128 euro a persona inclusi bambini e anziani (2). Ma, per un’amministrazione, è più importante fare soldi in qualunque modo o amministrare con fiducia e rispetto dei cittadini? Nel nostro caso, siamo in presenza di una previsione di bilancio che si basa sulla potenzialità di illeciti da parte degli amministrati. Noi crediamo che una buona amministrazione dovrebbe fare in modo che gli amministrati non commettano infrazioni e non solo multarli, magari, come fa Palazzo Vecchio, con trucchi e sotterfugi di rilevare multe che, quando il cittadino si rivolge al giudice, quest’ultimo gli dà sempre ragione… e anche in questo caso, come per i telefoni, quanti fanno ricorso al giudice….
Insomma, abbiamo la tragica impressione che il Comune vada da una parte e i cittadini da un’altra.
