CITTAì DI CASTELLO – : la giornata di studi sull’“Omicidio stradale e risvolti post Cartabia” nella biblioteca Carducci viatico per un percorso di aggiornamento comune. Braccalenti: “l’investimento nella formazione è una scelta politica precisa nel segno di un costante miglioramento delle competenze e dell’operatività della nostra Polizia Locale”
Sulla formazione Polizia Locale e avvocati stanno dalla destra parte, per scambiarsi competenze professionali ed esperienze su terreni dove spesso si incrociano compiti e doveri. La giornata di studio sul tema “Omicidio stradale e risvolti post Cartabia”, che ieri nella sala “Paolo Rossi Monti” della Biblioteca Carducci ha raccolto più di 130 partecipanti tra agenti della Polizia Locale provenienti da Umbria, Lazio, Umbria, Marche e Toscana con circa 50 avvocati presenti, ha offerto la prima dimostrazione della possibilità di avviare un percorso comune nel segno dell’aggiornamento professionale e del confronto costante sull’interpretazione e l’applicazione delle norme alle quali entrambe le professioni sono chiamate quotidianamente. L’iniziativa, promossa dall’Associazione Professionale Polizie Locali d’Italia e dal Comune di Città di Castello, ha sviscerato in profondità aspetti come le procedure per i rilievi di sinistri stradali, la comunicazione ai familiari dei decessi dei congiunti, l’applicazione concreta delle disposizioni di legge sull’omicidio stradale e le implicazioni della riforma Cartabia nell’attività di polizia giudiziaria, favorendo un interessante dibattito tra i presenti, che ha messo concretamente in evidenza quale possa essere l’importanza del dialogo tra agenti di Polizia Locale e avvocati. “La formazione, sia interna che esterna, è il valore aggiunto per una Polizia Locale in grado di garantire l’efficienza e la vicinanza ai cittadini che per noi sono indispensabili, per questo l’investimento in giornate di formazione come quella di ieri è una scelta politica precisa nel segno di un costante miglioramento delle competenze e dell’operatività dei nostri agenti”, sottolinea l’assessore con delega alla Polizia Locale Rodolfo Braccalenti, che ha partecipato ai lavori con il sindaco Luca Secondi e l’assessore al Personale Michela Botteghi. “Insieme al comandante Emanuele Mattei – prosegue Braccalenti – continueremo a promuovere opportunità di aggiornamento che offrano alla nostra Polizia Locale le competenze necessarie ad assolvere compiti divenuti più numerosi e complessi di un tempo, ma possano anche mettere il nostro corpo municipale in relazione dialettica con professionalità come quelle degli avvocati e dei magistrati per lavorare sempre meglio e con maggiore cognizione di causa”. Aperta dai saluti dell’amministrazione comunale, la giornata di studio ha visto la partecipazione dei vertici dell’Associazione Professionale Polizie Locali d’Italia, con il segretario amministrativo nazionale Riccardo Fox e il rappresentante territoriale pro tempore Stefano Cari, ufficiale della Polizia Locale di Terni. Nel corso dei lavori moderati dal comandante della Polizia Locale tifernate Emanuele Mattei, al loro contributo sugli aspetti più attuali della professione si sono aggiunte le relazioni dell’ufficiale della Polizia Locale di Terni David Ruggeri sul rilievo dell’incidente stradale di rilevanza penale, dello psicologo del traffico Simone Casucci sulle comunicazioni dell’incidente stradale ai familiari delle vittime, del segretario dell’Ordine degli Avvocati di Perugia Vincenzo Maccarone sulla normativa riguardante l’omicidio stradale, della tesoriera dell’Ordine degli Avvocati di Perugia Ilaria Taddei sulla riforma Cartabia. Accreditata dall’Ordine degli Avvocati di Perugia come evento formativo con il rilascio di 4 crediti in diritto penale e processuale penale, l’iniziativa ha visto la presenza, ma anche la partecipazione diretta dei legali al question time, nel quale il comandante Mattei si è fatto promotore di un dibattito su aspetti concreti dell’operato degli agenti di Polizia Locale, sollecitando gli interventi dei colleghi e ponendo casi operativi ai relatori. “La formazione, il confronto e lo scambio di esperienze sono la base per migliorare la professionalità degli operatori e per creare rete, non solo tra le forze di polizia, ma anche con gli altri attori presenti sul territorio”, evidenzia Mattei, nell’auspicare che “gli ottimi riscontri della giornata di studi di ieri possano essere il viatico per un cammino formativo costante e congiunto con gli avvocati, aperto anche ad altri professionisti in grado di offrire un contributo importante all’operatività della Polizia Locale”. Nel corso della giornata, gli agenti della Polizia Locale di San Giustino sono stati premiati dall’assessore Andrea Guerrieri per l’attività di indagine sul fenomeno dell’abbandono dei rifiuti nell’ambiente.
