CITTA’ DI CASTELLO – Associazione “Persona&PERSONE” Alta Valle del Tevere Con la presente si invitano le SS.VV. all’incontro dibattito sul tema “CASA GREEN: VERO RISPARMIO O INSIDIA ALLA PROPRIETA’ ?” Con interventi di Massimiliano Napoli, avvocato; Pierfrancesco Zangarelli, architetto; Vittorio Vincenti, ingegnere; presenta Alessandro Bartoli presidente dell’associazione “Persona&PERSONE”, che l’associazione medesima terrà il giorno 23 giugno 2023 alle 21;15 presso la sala Rossi Monti della biblioteca Comunale di Città di Castello.
Il tema è di particolare attualità vista la decisione assunta dal Parlamento europeo cerca l’obbligo di
adeguare gli immobili a standard di classificazione energetica che ad oggi solo una netta minoranza
di edifici residenziali possiede. Tali immobili dovranno risultare, previo lavori di adeguamento, in classe E entro il 2030 ed in classe Dentro il 2033, mentre tutti i nuovi edifici costruiti dal 2028 dovranno essere a emissioni zero. Il Parlamento Ue ha approvato la nuova direttiva che porterà ad avere entro il 2050 solo edifici a impatto zero. Ma il testo definitivo è ancora lontano prima dovrà essere effettuato il passaggio al trilogo cioè al negoziato tra Parlamento commissione e consiglio e poi ogni paese dovrà recepire la direttiva. Sommariamente queste le novità. Come nei suoi principi ispiratori l’associazione “Persona&PERSONE” intende promuovere un dibattito pubblico su un tema di sicuro interesse perché attinente ad un bene primario qual è la casa ogni italiano. Ecco allora che il tema sarà affrontato da un punto di vista giuridico per capire quale sia lo stato dell’arte circa l’approvazione delle nuove norme, quali potrebbero essere gli sviluppi futuri e quali potrebbero essere le sanzioni per mancato adeguamento alle nuove normative. E poi ancora un’analisi sullo stato attuale del comparto immobiliare italiano con riferimento a quelle che sono le sue peculiarità e come questa specifica normativa potrebbe impattare su questo specifico tessuto. Quali potrebbero essere le proposte che potrebbero completare ed integrare questo iter normativo.
