Non potrà assumere nuovo personale fino alla fine del 2025. FP Cisl Arezzo: “A rischio sicurezza dei cittadini e tutele al personale” Ormai dal 2015 le province italiane si trovano sempre di più in una situazione difficile. Su questo fronte la FP Cisl aretina esprime forti preoccupazioni legate allo stato attuale della Provincia di Arezzo e propone alcuni spunti di riflessione affinché si possano tutelare i servizi ai cittadini e i diritti dei dipendenti delle amministrazioni provinciali.
Le forti incertezze provocano, anche all’Ente aretino, limiti nell’operatività e difficoltà economiche che si traducono in timori, tensioni e disagi. Il personale provinciale dal 2015 in poi si trova ad affrontare e ancora affronta, suo malgrado, situazioni penalizzanti anche a livello individuale rispetto ad altri dipendenti di un Ente Locale. La FP Cisl aretina ha cercato, in più di un incontro con il Presidente Alessandro Polcri, di fare presente quanto ormai i servizi legati alla viabilità e all’edilizia scolastica siano seriamente a rischio. La FP Cisl chiede dunque con forza alla politica territoriale di farsi carico di questa situazione, che implica un peggioramento di servizi fondamentali per la sicurezza di tutti. I punti su cui la FP Cisl Arezzo vuole puntare l’attenzione sono da un lato la carenza consistente del personale e delle capacità di assumerne di nuovo, dall’altro le criticità nei servizi legati alla manutenzione, ad esempio su strade e scuole. Si segnala infatti che i parametri delle capacità assunzionali delle Provincie sono ad oggi di gran lunga inferiori rispetto a quelli dei Comuni e delle Città Metropolitane senza che se ne comprendano i motivi. Seguendo questi calcoli la Provincia di Arezzo, rispettando il dettato normativo, ad oggi non ha più possibilità di assumere personale fino al 2025. La politica a tutti i livelli è responsabile di questa situazione – commenta il Segretario FP Cisl Arezzo Maurizio Milanesi. La responsabilità dell’attuale situazione della Provincia di Arezzo e non solo, è da attribuire alle decisioni prese e portate avanti dalla classe politica nazionale a tutti i livelli. Non è possibile pensare che per la mancanza di risorse, la politica stessa possa attribuire le responsabilità al comparto amministrativo e tecnico”. In particolare la FP Cisl rileva che la mancanza di potere assunzionale impedisce di spendere in maniera adeguata e controllata le risorse derivanti dal PNRR. Connesso a questo c’è anche il tema della responsabilità sulla sicurezza nei luoghi di lavoro, in quanto il personale si trova spesso ad operare in numero insufficiente rispetto a quanto previsto dalle norme sulla sicurezza. Tutto ciò si ripercuote anche sulle responsabilità individuali dei dipendenti afferenti ai vari servizi, in virtù dei ruoli che ricoprono, soprattutto quelle figure che sono inquadrate con incarichi di particolari responsabilità. Ad esempio nel settore Viabilità si possono creare situazioni di responsabilità penali a danno dei dipendenti in caso di sinistri stradali. Lo stesso Presidente della Repubblica, Sergio Mattarella, al convegno UPI nazionale, che si è tenuto a L’Aquila lo scorso ottobre, ha sottolineato chiaramente che le Province svolgono un ruolo fondamentale per l’articolazione delle funzioni territoriali. Mattarella ha inoltre rilevato che le norme attuali, legate ad una transizione del ruolo delle Province di fatto interrotta, hanno creato un percorso con vuoti e incertezze che non possono più prolungarsi. “È necessario – prosegue Milanesi- il ripristino degli organi di governo ad elezione diretta di primo livello, la riassegnazione di funzioni fondamentali per il territorio già in carico alla Provincia prima della riforma Del Rio (poi trasferite alla Regione) e di adeguate risorse economiche per svolgere al meglio i servizi. Auspichiamo – conclude Milanesi – che l’intervento del Presidente sia seriamente preso in considerazione dalla politica e dal governo in carica. I lavoratori ed i cittadini, in tutto questo, sono coloro che pagano il prezzo più alto in termini di servizi inadeguati e competenze incerte e questo non è più accettabile”.
