Un fermo no al “Piano lupo” dalle associazioni e comitati che hanno incontrato il sottosegretario sen.
La Pietra durante la consegna delle firme raccolte per chiedere degli interventi concreti per il
contenimento della specie Canis lupus Il 13 novembre scorso, presso il Ministero delle Politiche agricole, si è tenuto un incontro, promosso dall’on. Pietro Fiocchi, con il sen. Patrizio Giacomo La Pietra ed il Gen. Donato Monaco dei Carabinieri Forestali, sul problema lupo.
Ad interloquire con l’esponente del governo, che ringraziamo per la disponibilità all’ascolto così come ringraziamo l’on. Fiocchi per la sua attenzione ai problemi causati dalla incontrollata presenza dei lupi nei territori antropizzati,erano presenti associazioni e comitati rappresentativi di realtà di allevamento estensivo e di situazioni dove il lupo provoca un significativo allarme sociale.Hanno contribuito all’incontro anche Enalcaccia, il Consigliere Regionale Marco Casucci e l’associazione
ambientalista Wilderness Italia che, sul tema del lupo, sostiene le ragioni del mondo rurale.
Le associazioni e comitati presenti all’incontro hanno inteso rappresentare al sottosegretario come l’impostazione del “Piano lupo” risulti del tutto inadeguata a contrastare sia l’aumento dei danni provocati dai lupi alle aziende zootecniche e l’abbandono dei pascoli che, sul piano sociale, le predazioni di animali d’affezione, l’insicurezza, le limitazioni della libertà di esercitare attività all’aperto.
Il Piano lupo, infatti:
• è preoccupato prioritariamente della conservazione del lupo, un fatto anacronistico, alla luce della numerosità raggiunta dalla specie e degli orientamenti della stessa Commissione Europea che ha recentemente invitato i paesi membri a utilizzare la normativa comunitaria al fine del controllo del predatore annunciando l’allentamento della protezione della specie;
• è teso a limitare quelle pratiche d’allevamento che possono rendere problematica la “convivenza” che si continua ma considerare facilmente attuabile ignorando le conseguenze della crescente numerosità e aggressività dei branchi e della perdita di timore nei confronti dell’uomo;
• nega la possibilità di applicare piani di contenimento come quelli adottati dagli altri paesi europei considerando il ricorso alle deroghe come “eccezionale” (mentre le deroghe sono applicabili secondo la Direttiva Habitat in misuracorrispondente all’entità dei danni economici e dei pericoli per la sicurezza pubblica);
• non tutela la sicurezza pubblica perché considera come pericolosi solo alcuni comportamenti del lupo,
prevedendo la rimozione solo nel caso di attacco “non provocato dalle persone”.
Per queste e altre ragioni, le associazioni e i comitati hanno ribadito al sottosegretario La Pietra che non
intravedendo alcuna possibilità di “ritocchi” al Piano così come impostato, auspicano una sua ampia
riconsiderazione o, qualora questa non risultasse possibile, un rinvio a dopo le elezioni europee.
Approvare il “Piano lupo”, congelando per lunghi anni lo status quo, avrebbe conseguenze devastanti per gli mallevamenti e per la realtà rurale, proprio quando il lupo sta diventando un’emergenza sociale ed è prevedibile anche un cambio di atteggiamento dell’opinione pubblica. A sottolineare questa emergenza, al sottosegretario La Pietra sono state consegnate, nell’ambito dell’incontro, 3691 firme raccolte in provincia di Arezzo e 7.171 in provincia di Sondrio, in calce a petizioni che richiedono misure
efficaci ed urgenti per prevenire i rischi per l’incolumità pubblica, derivanti dalla crescita non solo della presenza
