Una fattispecie non prevista che riconduce alla giunta la competenza per questi atti. Oggetto della controversia l’emissione di una carta d’identità non valida per l’espatrio e rilasciata dal servizio anagrafe
Egiziano Andreani ha chiesto chiarimenti sui lavori in via Fiorentina: “come noto si tratta di un’infrastruttura che inciderà molto sulla viabilità. La mia preoccupazione si rivolge comunque al previsto sottopasso dove potrebbero verificarsi allagamenti, con tutte le conseguenze del caso, visto il carattere assunto attualmente dalle piogge. È previsto un sistema di smaltimento delle acque per favorire il loro deflusso”? L’assessore Marco Sacchetti ha chiarito che “è stato inserito un sistema di deflusso a pressione con una vasca di raccolta delle acque piovane e pompe che le spingano verso l’alveo del Castro”. Valentina Sileno ha chiesto perché il costo dei servizi cimiteriali sia aumentato del 10% ma solo per i cimiteri extraurbani e quali introiti economici sono previsti come conseguenza di questa scelta. L’assessore Albereto Merelli ha ricordato che “i cimiteri extraurbani hanno sempre avuto una tariffazione più bassa di quello urbano così che molto utenti hanno preferito i primi per le tumulazioni. Di conseguenza, nel cimitero urbano ci sono molti posti a disposizione mentre in quelli extraurbani, in certi casi, scarsità degli stessi e necessità di ampiamenti. Questa situazione, consolidatasi negli anni, va dunque superata proprio prevedendo livelli di tariffazione omogenea tra i cimiteri di tutto il territorio comunale”. Donato Caporali ha ricordato il problema della scarsità di parcheggi per gli abitanti che si registra presso il campo sportivo di Quarata. “Quali sono le intenzioni dell’amministrazione comunale per risolvere il problema”? Valentina Vaccari ha messo in risalto le criticità che coinvolgono i parcheggi e i servizi igienici nel centro storico e i parcheggi in zona Catona: “innanzitutto, il numero degli stalli è sempre inadeguato rispetto a quello dei residenti. In secondo luogo, nonostante le dichiarazioni rese alla stampa dalla giunta, ci sono pochi servizi igienici e quei pochi versano in condizioni indecenti. I bagni di piazza del Popolo, peraltro, sono sempre fuori servizio mentre i bagni chimici di via Bichieraia non sono segnalati, tanto che i turisti si riversano nei locali commerciali in caso di necessità. La zona Catona, infine, in questo periodo è invasa, specialmente da camper in numero nettamente superiore rispetto a quello che può contenere l’area destinata. Con tutte le conseguenze su sporcizia e disagi. Quali azioni intende intraprendere l’amministrazione comunale” Due le interrogazioni sulla demolizione di un ponte nel centro di Rigutino, privato ma da sempre utilizzato da tutti. Sono stati Andrea Gallorini e Marco Donati a sollevare la questione: “quel ponte è l’unico collegamento interno al paese che non sia la strada statale 71 e per questo necessita un rapido intervento che porti a sostituire la struttura da demolire con una nuova passerella”. “Questo – ha ricordato l’assessore Alessandro Casi – è uno dei tanti interventi da portare a termine nel territorio comunale sulla base delle valutazioni del genio civile legate al problema del rischio idraulico. Ho incontrato gli abitanti di Rigutino e il privato proprietario dell’area e del ponte da demolire: credo che la soluzione sarà quella di realizzarne uno nuovo, ricalcando la situazione attuale, ovvero una passerella su suolo privato destinata a uso pubblico. Cercheremo di intervenire nel più breve tempo possibile”. Michele Menchetti: “leggiamo che saranno installate nuove telecamere e in un numero importante. Chiedo che sia fornita una mappatura di quelle attuali, quante sono e quali funzionano, se sono dotate di software per il riconoscimento facciale, chi le gestisce, che riceve le registrazioni e l’uso che ne fa, la spesa per questa operazione di acquisto e installazione”. L’assessore Alessandro Casi: “in realtà, portiamo avanti un percorso di ammodernamento e sostituzione di quella che è la dotazione attuale. Il numero delle telecamere funzionanti corrisponde alla metà di quelle installate e attraverso il nuovo gestore abbiamo valutato gli interventi da realizzare proprio per colmare questo gap. A seguito di questo lavoro propedeutico, sono stati acquisiti i dispositivi hardware per adeguare l’intera infrastruttura. Non è detto che verrà sempre sostituita una telecamera, magari solo un suo componente. Nel primo caso la spesa si aggira sui 250 euro, nel secondo il costo è inferiore. La centrale operativa resta la polizia municipale, la visione di quanto le telecamere producono è di suo appannaggio, oltre che di quello delle altre forze dell’ordine. Le telecamere non sono dotate di riconoscimento facciale in linea con quanto previsto dalle schede tecniche del ministero della Giustizia”. Donato Caporali: “abbiamo appreso che i fondi destinati ai Comuni, in virtù della revisione del Pnrr portata avanti dal governo, sono diminuiti di 10.000.000 di euro. Quali opere sono a rischio per il Comune di Arezzo dopo questa scelta sbagliata”? L’assessore Alessandro Casi: “un dato prima di rispondere: sono 35 i milioni di euro che il Comune di Arezzo è riuscito a intercettare come fondi Pnrr. E per quanto ci riguarda non ci sono rimodulazioni per opere già finanziate”. Ancora Donato Caporali ha chiesto se e quali osservazioni il Comune di Arezzo intende presentare sul piano regionale dei rifiuti e l’assessore Marco Sacchetti ha ribadito che “il piano si configura come un documento di alto respiro che definisce obiettivi strategici, ambiziosi, in linea con gli obiettivi comunitari. I soggetti destinatari sono essenzialmente gli Ato e le infrastrutture impiantistiche. Non entrando nel merito delle modalità di gestione dei servizi, quelle che più attengono le competenze dei Comuni, non abbiamo osservazioni nel merito”.
