CITTA’ DI CASTELLO – Il consiglio comunale ha eletto i nuovi componenti della commissione comunale per la Qualità Architettonica e il Paesaggio, che sarà presieduta dal vice sindaco con delega all’Urbanistica Giuseppe Stefano Bernicchi. Con votazioni separate, l’assise ha indicato Matteo Amantini come membro effettivo e Massimo Palombo come membro supplente in rappresentanza dell’Ordine degli Ingegneri della Provincia di Perugia; Christian Beccafichi come membro effettivo e Angela Fortuni come membro supplente in rappresentanza dell’Ordine degli Architetti Paesaggisti Pianificatori e Conservatori della Provincia di Perugia;
Fabrizio Giuliani come membro effettivo e Margherita Landi come membro supplente in rappresentanza del Collegio dei Geometri e Geometri Laureati della Provincia di Perugia; Stefano Tosti come membro effettivo e Riccardo Maria Bistocchi come membro supplente in rappresentanza dell’Ordine dei Geologi della Regione Umbria; Elisabetta Cucchiarini come membro effettivo e Stefano Fornaci come membro supplente in rappresentanza dell’Ordine dei Dottori Agronomi e Forestali della Provincia di Perugia; Alberto Bacchi come membro esperto in beni ambientali effettivo e Luca Massetti come membro supplente; Francesco Rosi come membro esperto in beni architettonici effettivo ed Eugenio Castagnoli come membro supplente. A votazioni terminate, il consiglio comunale ha quindi proceduto alla ratifica della composizione della commissione, che resterà in carica per i prossimi cinque anni, con il voto favorevole di PD, PSI, Lista Civica Luca Secondi Sindaco, Gruppo Misto-Azione, Lista Civica Marinelli Sindaco, Unione Civica Tiferno e l’astensione di Castello Cambia e Lega. Il vice sindaco Bernicchi ha introdotto la votazione per il rinnovo a fine mandato della cosiddetta commissione edilizia, sottolineando come “l’organismo sia chiamato a svolgere compiti molto importanti per la vita della collettività e dei nostri operatori economici”. L’amministratore ha evidenziato come per la scelta dei componenti gli Ordini professionali degli ingegneri, degli architetti, dei geometri, degli agronomi e dei geologi abbiano indicato, come da regolamento, terne di nomi dei propri iscritti, mentre gli esperti in beni architettonici e in beni ambientali sono individuati all’interno dell’ultimo elenco approvato dalla giunta regionale. Ricordando di aver avuto l’onore di presiedere la commissione per circa due anni a partire dall’affidamento della delega all’Urbanistica, Bernicchi ha colto l’occasione per “ringraziare quanti hanno fatto parte della commissione uscente, di cui ho potuto constatare competenza, serietà e buonsenso che auspico possano trovare continuità anche nei nuovi componenti”. La consigliera Emanuela Arcaleni (Castello Cambia) ha preso la parola per formulare “l’auspicio che la maggioranza consiliare, che ha i numeri per scegliere da sola i componenti della commissione, si orienti a garantire una rappresentanza di genere assolutamente paritaria, anche se questo sarà estremamente difficile, perché non in tutte le terne che sono state fornite è rispettato questo criterio, una cosa che mi trova estremamente in disaccordo”. “Pertanto – ha proseguito Arcaleni – preannuncio che laddove troverò almeno una donna nelle terne a disposizione, voterò per quella donna, perché per me tutti i candidati pari sono, nel senso che non posso giudicare queste persone per le loro competenze. Voterò invece scheda bianca nei casi in cui non troverò una donna, sperando che nella futura commissione la presenza femminile sia assicurata”. Il sindaco Luca Secondi è quindi intervenuto per unirsi in prima battuta a quanto dichiarato dal vice sindaco Bernicchi e ringraziare i componenti uscenti “per il lavoro svolto in maniera fattiva e professionale nell’ambito della commissione”. Il primo cittadino si è fatto carico di illustrare in aula la proposta della maggioranza consiliare per la nomina dei componenti della commissione, evidenziando come “la linea guida per la scelta dei professionisti sia stata, laddove possibile, quella della provenienza territoriale”, segnalando come “nel caso degli esperti in beni ambientali e architettonici sia stato ritenuto opportuno andare in continuità con la composizione della commissione uscente, indicando coloro che già hanno lavorato in seno ad essa”. “Ci siamo fatti carico anche di garantire la rappresentanza di genere, laddove possibile”, ha chiarito Secondi, elencando i nominativi proposti all’attenzione del consiglio comunale, che sono stati poi effettivamente eletti al termine della votazione.
