Nel 2023 versati circa 30 milioni di euro ai fornitori di beni, servizi e lavori pubblici con un tempo medio di otto giorni inferiore al termine minimo di legge di un mese. Mariangeli: “un risultato che ci permette di ottenere due obiettivi importanti: continuare a garantire ai cittadini servizi e prestazioni all’altezza delle aspettative e rendere il nostro ente attrattivo per imprese e fornitori di beni e servizi”.
Nel 2023 il Comune di Città di Castello ha pagato forniture di beni, servizi e lavori pubblici per circa 30 milioni di euro con un anticipo medio di otto giorni sulla scadenza di legge, che prevede un termine minimo di un mese di tempo. Questo ha permesso non solo di garantire adeguata liquidità ai fornitori in tempi brevi, ma anche di non dover accantonare nel bilancio 2024 cospicue risorse economiche per onorare gli impegni disattesi, che sarebbero state sottratte alle possibilità di spesa corrente per il governo della città. “Rispettare i tempi di pagamento e riuscire addirittura ad anticiparli è un indice di serietà e affidabilità che contribuisce in maniera determinante alla buona reputazione e alla credibilità della nostra amministrazione comunale all’esterno”, commenta l’assessore al Bilancio Mauro Mariangeli, che insieme alla dirigente del Settore Finanze Gigliola Del Gaia sottolinea come “questo risultato ci permetta di allinearci in anticipo all’obiettivo di ridurre i tempi di pagamento dei debiti che l’Unione Europea impone all’Italia e che è contenuto nella legge finanziaria 2024”. L’assessore ringrazia tutti i settori comunali “per la disponibilità e il senso di responsabilità con cui hanno contribuito a questo importante risultato” e riserva una menzione particolare per il personale del Settore Finanze, “che assicura una corretta gestione delle casse dell’ente con qualità professionale e senso di appartenenza”. Mariangeli evidenzia con Del Gaia come “un indice così performante della capacità di onorare gli impegni finanziari permetta di ottenere due obiettivi importanti: continuare a garantire ai cittadini servizi e prestazioni all’altezza delle aspettative e rendere il nostro ente attrattivo per imprese e fornitori di beni e servizi”. Nel 2023 l’amministrazione comunale ha centrato anche un altro importante risultato finalizzato a scongiurare l’accantonamento forzato in bilancio di somme sottratte alla spesa corrente: la riduzione di circa il 30 per cento rispetto all’anno precedente del totale del debito scaduto al 31 dicembre, che si è assestato a fine anno su un totale di 147mila euro circa, pari allo 0,5 per cento dei circa 30 milioni di euro di documenti commerciali ricevuti. “Anche su questo versante – puntualizza Mariangeli – siamo andati ben oltre la soglia minima del 10 per cento di riduzione prevista dalla normativa rispetto al dato dei 12 mesi precedenti, a ulteriore testimonianza della volontà politica di essere virtuosi nella gestione dei rapporti con i nostri fornitori”.
