L’impegno cardine dell’azione dell’amministrazione comunale troverà nella redazione del Piano per l’Eliminazione delle Barriere Architettoniche (PEBA) un’attuazione al tempo stesso concreta e simbolica. La progettazione partita nei giorni scorsi con il primo incontro partecipativo alla Biblioteca Carducci nel segno del coinvolgimento di tutti i soggetti portatori di interesse, cittadini, professionisti, associazioni di volontariato sociale e società sportive, terzo settore e aziende di trasporto, offrirà infatti gli strumenti per iniziare a rimuovere gli ostacoli alla mobilità e all’accessibilità di luoghi pubblici, palazzi, impianti sportivi e scuole che si trovano in città. Questo lavoro sosterrà però idealmente anche la candidatura di Santa Margherita da Città di Castello come patrona delle persone con disabilità lanciata dal vescovo monsignor Luciano Paolucci Bedini. La terra della santa aspira ad essere, infatti, anche lo specchio di una comunità responsabile e attenta nei confronti delle persone con disabilità: un modello di civiltà all’altezza di una delle figure spirituali più importanti della Chiesa. E’ questo il valore aggiunto che ha messo sul tavolo di lavoro del PEBA il sindaco Luca Secondi, illustrando insieme al vice sindaco con delega all’Urbanistica Giuseppe Stefano Bernicchi e all’assessore alle Politiche Sociali Benedetta Calagreti gli obiettivi che il Comune si propone di raggiungere con la redazione del PEBA. “Il lavoro per la redazione del PEBA si inserisce in un solco che ha visto Città di Castello divenire punto di riferimento nazionale per le azioni finalizzate al superamento delle barriere fisiche e culturali nei confronti della disabilità, grazie a esperienze inedite e all’avanguardia come quella delle guide museali in comunicazione aumentativa alternativa che ha ottenuto gli importanti riconoscimenti dell’Anci e del presidente della Repubblica Sergio Mattarella, ma aspira anche a collegarsi anche alla mobilitazione per il riconoscimento di Santa Margherita da Città di Castello come patrona delle persone con disabilità, un obiettivo della Diocesi che condividiamo e per il quale vogliamo creare tutte le condizioni favorevoli”, ha spiegato il primo cittadino al cospetto della numerosa e qualificata platea presente nella sala Rossi Monti della Biblioteca Carducci, composta oltre 40 rappresentanti di associazioni di volontariato che gravitano nel mondo della disabilità, ordini professionali, soggetti del terzo settore, istituti scolastici, associazioni di categoria e del mondo dello sport e semplici cittadini. “Abbattere tutte le barriere che si frappongono alle persone con disabilità, impedendo la loro piena cittadinanza nella nostra comunità – hanno sottolineato Secondi, Bernicchi e Calagreti – è un impegno che questa amministrazione comunale sente profondamente e che vogliamo portare avanti nel segno del coinvolgimento di tutti i cittadini interessati, lavorando fianco a fianco con i soggetti che sono in grado di esprimere esigenze e bisogni, ma anche di offrire le soluzioni utili a risolvere le problematiche”. Sindaco e assessori hanno ringraziato tutti i presenti per la partecipazione, ricordando in particolare l’azione a sostegno dell’avvio del processo di redazione del PEBA di cui è stata protagonista l’associazione “Il Mosaico”, rappresentata nell’occasione da Carlo Reali, presente con alcuni componenti dell’associazione “Amici in carrozzina”. Dopo i saluti istituzionali, Marco Peppicelli, dirigente comunale del settore Assetto del Territorio, Edilizia e Ambiente, e Marcella Mariani, responsabile dell’Ufficio PRG e Strumenti attuativi, hanno illustrato insieme agli esperti incaricati dal Comune, Alessandro Bruni di Advanced Planning Engineering e Leris Fantini dello Studio A.D.R., le finalità e la metodologia della progettazione del PEBA. Con un investimento da 16 mila euro, cofinanziato da Regione e Comune, la pianificazione riguarderà in prima battuta una parte del capoluogo di Città di Castello dove si concentrano sedi comunali e servizi alla collettività. L’area prescelta si estende lungo via Aldo Bologni e si concentra nella zona delle scuole (medie e superiori, infanzia e primaria del quartiere La Tina), del Centro Sportivo Belvedere e della piscina comunale, per poi svilupparsi verso via Togliatti e via delle Terme. Saranno ricomprese tra le strutture da indagare per rilevare le barriere esistenti il palazzo comunale, palazzo del Podestà, il chiostro di San Domenico, i due palazzetti dello sport e il parco della Madonna del Latte. La redazione del PEBA si avvarrà anche dei contributi provenienti da due istituti scolastici: quello dell’Istituto Tecnico Franchetti Salviani, riguardante l’abbattimento delle barriere architettoniche della sala del consiglio comunale di piazza Gabriotti, e quello del Liceo Statale Plinio il Giovane, concernente la rilevazione delle barriere architettoniche in alcuni percorsi urbani che si trovano nei pressi delle principali scuole cittadine. L’incontro alla Biblioteca Carducci ha coinvolto i presenti in quattro tavoli di lavoro coordinati dalle esperte sociologhe Teresa Carlone e Martina Tognelli (BitMup APS), sui quali sono state focalizzate riflessioni e raccolti suggerimenti attraverso l’osservazione delle cartografie dell’area urbana di Città di Castello oggetto della progettazione del PEBA. Il lavoro di pianificazione metterà a disposizione dell’amministrazione comunale gli strumenti di intervento per abbattere le barriere architettoniche, fisiche e percettive, ogniqualvolta saranno disponibili le risorse per i lavori. Snodo fondamentale dell’elaborazione del PEBA sarà, infatti, la progettazione di una raccolta di interventi finalizzati a conseguire l’accessibilità degli spazi urbani e degli edifici selezionati, con cui saranno definiti i criteri e le modalità di azione, saranno indicate le norme e le buone pratiche l’attuazione delle soluzioni di manutenzione dell’esistente e di nuova realizzazione del costruito, con particolare riferimento alla redazione di un capitolato da adottare per la realizzazione di opere pubbliche generiche e di quelle di urbanizzazione. Necessario completamento del lavoro di studio e progettazione per la definizione dello strumento urbanistico sarà la stima economica degli interventi e la pianificazione dell’attuazione delle azioni individuate. Le misure di superamento delle barriere architettoniche elaborate dai tecnici dovranno infatti essere corredate da una valutazione dei costi ai fini del successivo inserimento nella programmazione comunale secondo un ordine di priorità e un cronoprogramma di massima riguardante la loro realizzazione. Al termine della sua redazione, il PEBA verrà reso compatibile anche con software Gis open source Qgis, per la sua più ampia consultazione e passerà dall’elaborazione teorica all’attuazione pratica con un iter amministrativo che prevede l’adozione da parte della giunta e la successiva pubblicazione per l’eventuale presentazione di osservazioni. Le valutazioni che saranno sottoposte dai cittadini verranno esaminate dal consiglio comunale, che si farà poi carico dell’approvazione finale del PEBA.
