Si concretizza il programma di governo del Presidente della Provincia di Arezzo Alessandro Polcri, con il progetto Casa dei Comuni, alla guida dell’ente da 458 giorni. Un progetto, ispirato al principio di governo partecipato e responsabilità condivisa, per promuovere le buone pratiche, attivare processi ed erogare servizi – anche attraverso la stipula di patti territoriali con i Comuni stessi – per rendere più efficace e efficiente l’azione delle amministrazioni territoriali.
Il Presidente della Provincia di Arezzo Alessandro Polcri dichiara : “La Provincia diventando la “Casa dei Comuni” è investita di un nuovo ruolo, attraverso il rafforzamento delle funzioni di supporto ai Comuni, oltre a svolgere l’attività fondamentale stabilita dall’ordinamento vigente, della raccolta ed elaborazione di dati, assistenza tecnico-amministrativa a favore degli Enti locali. Tra i tanti limiti della riforma Delrio, uno degli aspetti positivi è quello di aver rafforzato il legame tra l’Ente e i Sindaci, grazie all’introduzione dell’Assemblea dei sindaci e grazie al fatto che la Provincia è oggi amministrata da amministratori comunali, sindaci e consiglieri. Una Provincia quindi, di tutti i comuni, senza distinzione alcuna, in un clima di apertura e confronto costante con il massimo coinvolgimento di tutti i consiglieri provinciali, e di tutti i sindaci del nostro territorio, così come nelle scelte relative alla definizione dei programmi e nella gestione dell’Ente. Tra i servizi offerti dall’ente ci sono: la stazione appaltante qualificata, la piattaforma WebGIS della pianificazione territoriale, la formazione diretta al personale dei Comuni e le procedure concorsuali per il reclutamento di personale. e molti altri progetti sono in corso. Siamo a disposizione dei Comuni, ai quali offriamo tutto il nostro supporto, anche con altre iniziative future. Solo con la sinergia, infatti, solo stando tutti insieme, possiamo far vincere le sfide che il futuro ci attende. Con la stazione appaltante qualificata, mettiamo a disposizione un servizio di qualità per Comuni, che si trovano a volte carenti di risorse di ogni tipo e non dotati di professionalità tecniche adeguate, per ottimizzare le procedure di gara e programmare centralmente acquisti e lavori. Un modello organizzativo già a pieno regime, che conta ad oggi 10 Comuni aderenti e 18 gare aggiudicate, per un importo complessivo di € 25.868.883,00 e riconducibili a finanziamenti con fondi PNRR. Altro servizio è il Portale WebGis, creato dalla Provincia di Arezzo con la partecipata Ar-tel, che permette ai Comuni, di interagire con il Piano Territoriale di Coordinamento della Provincia di Arezzo e con tutti gli Strumenti di Pianificazione Territoriale e Urbanistica Comunali (P.S. e P.O.). Tutto questo per ottenere una visione complessiva della pianificazione territoriale provinciale, con gli strumenti conformati al Piano di Indirizzo Territoriale della Regione Toscana, portando benefici sull’operatività dei comuni, dei tecnici e dei cittadini, permettendo così di visualizzarli in un’unica banca dati, per un pratico utilizzo. Sono una decina i Comuni che hanno già aderito al progetto informatizzato WebGis, e molti altri sono in corso di adesione. La Provincia è anche punto di riferimento per i Comuni sul tema della formazione del personale dipendente, offrendo la possibilità di ampliare i programmi di formazione continua con particolare riguardo alle competenze digitali, al rafforzamento della capacità manageriale dei dirigenti, dei funzionari apicali e delle correlate responsabilità, nonché di tutto il personale, per garantire l’effettiva modernizzazione e digitalizzazione dell’organizzazione degli uffici e delle attività. La formazione e la riqualificazione del personale, dunque, come strumento strategico per la pubblica amministrazione, non soltanto per migliorare gli Enti, ma anche per il lavoratore stesso. In tema di personale, inoltre, la Provincia sempre nell’ottica della collaborazione con i Comuni, le Unioni di Comuni anche fuori territorio, svolge selezioni pubbliche per il reclutamento del personale tramite la formazione di elenchi di idonei dai quali i Comuni attingono per velocizzare le procedure di assunzione. Nella complessiva mappatura delle esperienze provinciali, si pone pertanto l’attenzione su un set di servizi offerti ai Comuni del territorio, in una prospettiva in cui alla Provincia non sfuggono le esigenze, i bisogni e gli interessi dell’intera comunità.

Abolire le Province sarebbe stato un grande errore e hanno dimostrato di esercitare funzioni essenziali per i territori, svolgendo quel coordinamento di ente intermedio espressione dell’intero territorio, capaci di costituire un riferimento per l’intero sistema delle autonomie ed in particolare per i Comuni, specie quelli di dimensioni minori. Quindi sono contento e per questi motivi darò tutto il mio contributo e supporto come responsabile di ANCI Innovazione”
