COMUNE DI CITTA’ DI CASTELLO – compilando un questionario in totale anonimato, tutti i portatori di interesse della comunità tifernate avranno la possibilità di contribuire a costruire una città capace di abbattere le barriere fisiche e culturali nei confronti della disabilità

L’amministrazione comunale di Città di Castello scriverà il Piano per l’Eliminazione delle Barriere Architettoniche (PEBA) insieme ai cittadini. In questi giorni tutti i portatori di interesse della comunità tifernate coinvolti nel percorso di pianificazione urbana partito nel febbraio scorso, dalle persone con disabilità ai professionisti, dalle associazioni di volontariato sociale alle società sportive, dai rappresentanti del terzo settore alle aziende di trasporto, fino agli istituti scolastici, sono stati invitati dagli assessorati all’Urbanistica e alle Politiche Sociali a compilare un questionario per contribuire a migliorare l’accessibilità della città con suggerimenti e segnalazioni. Con la completa garanzia dell’anonimato, le risposte dei cittadini offriranno la base conoscitiva di partenza per predisporre un piano di iniziative finalizzato a rimuovere gli ostacoli alla mobilità e all’accessibilità di luoghi pubblici, palazzi, impianti sportivi e scuole. Le specifiche competenze e i diversi punti di vista che emergeranno dal questionario, concepito dal gruppo do lavoro del PEBA per compiere una ricognizione delle criticità presenti in città, ma anche delle abitudini di spostamento dei cittadini, arricchiranno la progettazione delle soluzioni tecniche che saranno rivolte alla costruzione di una città più aperta, più accessibile e più accogliente. Una città capace di abbattere le barriere fisiche e culturali nei confronti della disabilità. Con un investimento da 16 mila euro, cofinanziato da Regione e Comune, la redazione del PEBA riguarderà in prima battuta una parte del capoluogo di Città di Castello dove si concentrano sedi comunali e servizi alla collettività. L’area prescelta si estende lungo via Aldo Bologni e si concentra nella zona delle scuole (medie e superiori, infanzia e primaria del quartiere La Tina), del Centro Sportivo Belvedere e della piscina comunale, per poi svilupparsi verso via Togliatti e via delle Terme. Saranno ricomprese tra le strutture da indagare per rilevare le barriere esistenti il palazzo comunale, palazzo del Podestà, il chiostro di San Domenico, i due palazzetti dello sport e il parco della Madonna del Latte. La redazione del PEBA si avvarrà anche dei contributi provenienti da due scuole: quello dell’Istituto Tecnico Franchetti Salviani, riguardante l’abbattimento delle barriere architettoniche della sala del consiglio comunale di piazza Gabriotti, e quello del Liceo Statale Plinio il Giovane, concernente la rilevazione delle barriere architettoniche in alcuni percorsi urbani che si trovano nei pressi delle principali scuole cittadine. Gli esperti incaricati dal Comune, guidati dalla società Advanced Planning Engineering, metteranno a disposizione dell’ente gli strumenti di intervento per abbattere le barriere architettoniche, fisiche e percettive, ogniqualvolta saranno disponibili le risorse per i lavori. Snodo fondamentale dell’elaborazione del PEBA sarà, infatti, la progettazione di soluzioni finalizzate a conseguire l’accessibilità degli spazi urbani e degli edifici selezionati, con cui saranno definiti i criteri e le modalità di azione, ma saranno indicate anche le norme e le buone pratiche per la manutenzione dell’esistente e la nuova realizzazione del costruito, con particolare riferimento alla redazione di un capitolato da adottare per la realizzazione di opere pubbliche generiche e di quelle di urbanizzazione. A completare il lavoro di studio e progettazione per la definizione dello strumento urbanistico sarà la stima economica degli interventi e la pianificazione dell’attuazione delle azioni individuate. Una volta adottato dalla giunta comunale, il PEBA sarà oggetto di una fase di partecipazione con la cittadinanza, attraverso la quale saranno raccolte le osservazioni su quanto progettato. Le valutazioni che saranno sottoposte dai cittadini verranno esaminate dal consiglio comunale, al quale sarà demandata l’approvazione finale del PEBA.
