che l’acquisto di dette apparecchiature adempie ai vincoli imposti dalla normativa nazionale riguardo i parametri di utilizzo degli importi derivanti alle sanzioni per violazioni al codice della strada; che le sanzioni per violazioni al codice della strada concorrono altresì al raggiungimento degli obiettivi presenti nei bilanci previsionali dell’Ente puntualmente disattesi in sede di variazioni, assestamento e rendiconto; che detti mancati adempimenti ormai cronici rendono necessario inasprire i controlli in varie arterie per l’inconfessata esigenza di fare cassa; che spesso questa esigenza sconfina, pur nella legittimità dell’erogazione della sanzione, in gravi problematiche di natura finanziaria e di qualità della vita per la Comunità considerata la sanzione accessoria della sottrazione di punti alla patente; che è dunque necessario ricondurre il controllo del traffico a mere esigenze di sicurezza che rendano i cittadini partecipi e consapevoli e non impauriti dalla presenza della Polizia municipale; che a titolo esemplificativo si segnala la frequente presenza della Polizia Municipale nel tratto in discesa all’ingresso della Superstrada E/45 posta irritualmente all’interno dell’abitato di Santa Lucia; che in detto tratto, assolutamente privo di traffico pedonale e di fatto fuori dal centro abitato il limite di velocità è di 50 km./h. , un limite assolutamente impossibile da mantenere in discesa su una strada nazionale”. Per queste motivazioni il consigliere Andrea Lignani Marchesani, interroga la giunta, “sulla necessità di contestare la violazione contestualmente qualora non si superino gli 80 km./h; sull’iniquità della decurtazione di tre punti dalla patente e di una sanzione pecuniaria qualora pagata in forma ridotta di ben 135 euro per velocità di poco superiori ai 60 km./h.; sulla necessità, vista l’assoluta potestà in materia da parte dei Comuni, di porre il cartello di inizio centro abitato con contestuale limite di 50 km/.h. nelle immediate vicinanze di centri abitati e urbanizzati con effettiva presenza fi traffico pedonale e non come oggi in svariate parti del territorio comunale che insistono sulla strada nazionale a quasi un chilometro dall’inizio dei medesimi; sulla necessità al contrario della massima severità nei casi di guida in stato di manifesta alterazione o di superamento eccessivo e pericoloso dei limiti di velocità.”
